Position overview:
The Department of Healthcare and Family Services, Division of Medical Programs is seeking to hire a highly qualified and motivated professional to join our Bureau of Behavioral Health Unit in the role of Adult Programming Executive. This position will organize, plan, and evaluate the operations of the statewide crisis intake and referral, assessment and service provision programs for adults; develop and review the maintenance of specialized medical eligibility requirements of the Departmental information technology systems for adults requiring behavioral health services; plan and organize direct technical assistance to the providers in support of the behavioral health programs for adults; establish working relationships with primary staff designated by other State departments to be operational members of adults’ behavioral health working teams; develop training materials related to special medical eligibility segment maintenance and other quality assurance/utilization review systems.
The ideal candidate will have excellent communication, organizational and analytical skills to be successful in performing the operations of the Bureau of Behavioral Health unit and assist the Division in achieving their mission to provide services youths and families with behavioral health needs.

Essential Functions
- Under general direction, serves as an Adult Programming Executive in organizing, planning and evaluating the operation of existing or proposed adults’ behavioral health programs which includes, but is not limited to, Certified Community Behavioral Health Clinics, crisis management, crisis stabilization, other community-based serves as well as institutional / residential programs
- Develops and reviews the maintenance of the specialized medical eligibility requirements on a Departmental information technology system for adults requiring behavioral health services
- Plans and organizes direct technical assistance to providers in support of the adults’ behavioral health program
- Establishes working relationships with primary staff designated by other State departments to be operational members of adults’ behavioral health working teams
- Develops training materials related to specialized medical eligibility requirements and other quality assurance/ utilization review system interfaces
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college preferably with courses in business or public administration
- Requires two (2) years of responsible administrative experience in a public or business organization
Preferred Qualifications
- Minimum of two (2) years of professional experience working in a behavioral health program
- Minimum of two (2) years of professional experience working with the functions of State government and of the character of relationships between the executive branch with the other branches, and between the State and higher and lower levels of government
- Minimum of two (2) years of professional experience developing and managing a supportive program for a public or private organization
- Minimum of two (2) years of experience analyzing administrative problems and adopt an effective course of action
- Minimum of two (2) years of professional experience exercising judgment and discretion in developing, implementing and interpreting departmental policies and procedures
- Minimum of two (2) years of experience developing and maintaining working relationships with governmental entities
- Minimum of two (2) years of professional experience developing training materials
Conditions of Employment
