Position Overview

The Illinois Department of Natural Resources is hiring a Contract Administrator/Procurement Manager for the Office of Fiscal Management.  This position is responsible for implementing contract and procurement policies for the Agency, coordinating the bidding, execution and award of assigned contracts, prepare fiscal analysis and required reports using an on-line accounting system, preside over bid lettings and exercise extensive knowledge of the Illinois Procurement Code. Position will serve as a full line supervisor preparing performance evaluations and providing guidance and training to staff. We welcome all qualified and interested candidates to apply.

Essential Functions

  • Under administrative direction, functions as an Agency Contract Administrator and Procurement Manager for assigned contracts and procurements.
  • Serves as full-line supervisor.
  • Plans, organizes, and administers the development and implementation of a financial contracting system.
  • Plans and directs the use of an on-line accounting system for the Agency’s contracts and obligations.
  • Prepares fiscal analysis and comparative reports gathering data form on-line accounting systems, Comptroller's reports and other financial documents for contracts and obligations for use by the Agency's Chief Fiscal Officer, budget section and auditors.
  • Oversees the Small Business Set Aside Program and Veteran Owned Small Business Program for the agency.
  • Prepares and monitors contract reporting requirements.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four years of college with courses in business administration or accounting.
  • Requires three years of progressively responsible administrative experience in budgetary planning.

Preferred Qualifications

  • Working knowledge of contractual interaction between public and private entities.
  • Working knowledge of management and industry standards and norms relative to the respective contracts. 
  • Prefers two (2) years of experience utilizing complex accounting systems and excel computer software/programs.
  • Two (2) years of direct experience utilizing the state's procurement laws and its applicable procurement rules and processes.
  • Two (2) years of experience writing specifications for Invitation For Bids, Request For Proposals, modifications and amendments.
