Position Overview:
The Illinois Law Enforcement Training & Standards Board invites well qualified candidates to apply for the position of Agency Payroll Coordinator & Timekeeper. Under the direction of the Chief Fiscal Officer, this position serves as the Agency Payroll and State Employee Retirement System (SERS) Coordinator, implementing policy and performing the full range of highly responsible, complex, specialized, and confidential duties relating to the payroll function. As the Agency’s timekeeper, this individual will be responsible for performing the full range of highly responsible, complex, specialized, and confidential duties relating to master timekeeping functions. Additionally, as a fiscal section liaison, this position will be performing skilled supportive backup functions with the Agency Procurement Officer. The ideal candidate will have the ability to work in a fast-paced environment, be highly organized, develop positive, cooperative working relationships while being capable of multi-tasking to keep up with the demands of a busy and growing agency. ILETSB is conveniently located at the southern edge of downtown Springfield in a beautifully maintained building across from the Lincoln’s Home National Historic Site with free secured parking on-site.

Essential Functions
- Under direction of the Chief Fiscal Officer, serves as the Agency Payroll and State Employee Retirement System (SERS) Coordinator, implementing policy and performing the full range of highly responsible, complex, specialized, and confidential duties relating to the payroll function.
- Serves as the Agency timekeeper, performing the full range of highly responsible, complex, specialized, and confidential duties relating to master timekeeping functions.
- As a function administrator, reviews, organizes, plans, executes, controls and evaluates payroll and timekeeping procedures to ensure all records are processed and maintained in accordance with statutory and state regulations and policies.
- Stays informed of new developments related to payroll and timekeeping functions, monitors changes and advancements and confers with management on the integration of payroll and timekeeping function activities to resolve any administrative problems and improvements.
- Supports agency onboarding and offboarding with payroll and timekeeping functions.
- Performs skilled supportive and backup functions as the fiscal section liaison with Agency Procurement Officer (APO).
- Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years college with courses in business or public administration.
- Requires one (1) year of responsible administrative experience in public or business organization, or completion of an agency approved professional management training program.
Specialized Skills
- One (1) year or more of professional experience with timekeeping-related data and reporting systems including Central Time & Attendance System (CTAS), BlueZone, eTime, Employee Central, HANA and Mobius, or similar timekeeping systems.
- One (1) year or more of experience with payroll related data and reporting systems including Enterprise Resource Planning (ERP)/Systems Applications Products (SAP) and Central Payroll.
- One (1) year or more of professional experience working and complying with laws and regulations such as the Illinois Personnel Code, Personnel Rules, Pay Plan, Alphabetic Index, collective bargaining contracts, and guidelines derived there from.
- One (1) year or more of work experience requiring the ability to develop and maintain positive, cooperative working relationships, specifically with all levels of agency staff, but also with state government officials and the general public.
Preferred Qualifications
- One (1) year or more of professional experience with timekeeping-related data and reporting systems including Central Time & Attendance System (CTAS), BlueZone, eTime, Employee Central, HANA and Mobius, or similar timekeeping systems.
- One (1) year or more of experience with payroll related data and reporting systems including Enterprise Resource Planning (ERP)/Systems Applications Products (SAP), or similar systems for payroll purposes.
- One (1) year or more of professional experience working and complying with laws and regulations such as the Illinois Personnel Code, Personnel Rules, Pay Plan, Alphabetic Index, and collective bargaining contracts and guidelines derived there from.
- One (1) year or more of work experience requiring the ability to develop and maintain positive, cooperative working relationships, specifically with all levels of agency staff, but also with state government officials and the general public.
Conditions of Employment
- Overtime is a condition of employment, and employee may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
- Proficiency in Microsoft Word, Outlook, PowerPoint, Excel & Internet applications.
- Requires ability to travel to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry-related topics relevant to job duties; Requires appropriate, valid driver’s license.
- This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds. This job may require a good deal of walking or standing and involves sitting for long periods of time.
- Requires the ability to pass a criminal background and work history check.
