Position Overview

The Illinois Department of Public Health invites qualified applicants to apply for our Agency Wide Grants Administrator position within the Office of Finance and Administration.  This position will be responsible for the development and management of all grants that are awarded to IDPH as well as all outgoing grant awards.  Our grants Administrator must be able to collaborate with various departments and stakeholders to ensure budgetary compliance with all grant agreements.  Our ideal candidate for this position will have the ability to work in a fast-paced environment, be highly organized,  pay great attention to detail, and be capable of multi-tasking to keep up with the demands of a large agency.  If you feel you’re a match for this position, we welcome you to apply to join IDPH OFA.

Essential Functions

  • Develops and manages grants that are awarded to multiple offices within the department, collaborating with various departments and stakeholders to ensure alignment with grant objectives and requirements.
  • Maintain a thorough understanding of grant regulations and guidelines to ensure budgetary and financial compliance throughout the grant lifecycle.
  • Monitor grant expenditures and track financial transaction across the agency to ensure they align with the approved budget and grant requirements.
  • Prepare regular and ad hoc fiscal reports, detailing grant financial status, expenditures, and budget variances for internal and external stakeholders.
  • Collaborate with Deputy Directors and project managers to forecast future expenses, revenue, and resource needs based on grant timelines and milestones.
  • Review all budgets that subrecipients are submitting to the agency for approval.  Maintain accurate and up-to-date financial records, documentation, and correspondence related to budget development, modifications, and approvals for the Public Health Infrastructure Grant.
  • Work closely with various internal offices, including finance, program management, and grants administration, to facilitate effective communication and coordination of financial activities related to the grant.
  • Stay updated on best practices, changes in grant regulations, and financial management techniques to enhance the efficiency and effectiveness of budgeting and reporting processes.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in finance, fiscal management and accounting.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in grant management or budgeting.

Preferred Qualifications

  • Two (2) years’ experience working with federal grant programs, preferably in public health or healthcare systems.
  • Two (2) years’ experience of professional experience exercising a high degree of initiative and independent judgement in grant administration.
  • Two (2) years’ professional experience utilizing the Grant Accountability and Transparency Act (GATA) and grantmaking processes for a public or private organization as a grantor or grantee/vendor.
  • Two (2) years’ experience with an automated accounting system.
  • Two (2) years experience working collaboratively among various stakeholders including state government, local governments, and private sector partners.
  • One (1) year experience with financial software, spreadsheets and reporting tools.
  • One (1) year experience communicating both verbally and in writing.
