Position Overview:
The Department of Healthcare and Family Services, Division of Eligibility, Bureau of All Kids is seeking to hire a highly motivated, qualified individual to lead a team of casework staff. This position plans, directs and evaluates work performed for the Bureau of all Kids determining initial and ongoing medical eligibility. This position explains and implements program policies and procedures; develops and implements program goals and objectives and confers with management on the integration of program functional activities.
The ideal candidate will demonstrate a dedication to teamwork, ability to work in a fast-paced environment and have working knowledge of Medicaid programs including AABD. The ideal candidate will have experience managing large scale operations and have the desire to promote and provide quality customer service.

Essential Functions
- Subject to management approval, serves as All Kids Eligibility Manager by planning, directing and evaluating All Kids casework units for the Bureau of All Kids
- Serves as full line supervisor
- Directs and evaluates the All Kids enrollment, telephone, case maintenance and redetermination processes
- Reviews and evaluates drafts of policies, rules and regulations, informational materials and notices governing All Kids enrollment and case management relating to Medicaid
- Confers, advises, and represents the Agency in meetings with providers, other Agency representatives, and interested parties
- Responds to inquiries regarding the All Kids Program's services and utilization
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization
Preferred Qualifications
- Minimum of two (2) years of supervisory experience with knowledge of eligibility assistance determinations specific to Medicaid programs
- Minimum of two (2) years of experience working with various systems such Integrated Eligibility System (IES), Bluezone, State Online Query (SOLQ) and Key Information Delivery System (KIDS)
- Minimum of two (2) years of professional experience developing and managing a supportive agency program
- Minimum of one (1) year of experience using a Medicaid Management Information System (MMIS) database to resolve provider issues, recipient eligibility and priority updates
- Minimum of one (1) year of professional experience with policy and procedures for medical programs such as Aid to the Aged Blind and Disabled (AABD)
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled or last-minute overtime. This requires the ability to work evenings and weekends
