Position Overview:
The Department of Healthcare and Family Services, Office of Inspector General, Bureau of Medicaid Integrity is seeking to hire an individual to serve as Appeal Supervisor in the Long-Term Care-Asset Discovery Initiative section. The ideal candidate will possess excellent communication, planning, and coordinating skills and supervising staff members that investigates, reviews, and evaluates Long Term Care Medicaid applications for Illinois residents that are on appeal. The candidate must be able to plan and organize the scheduled appealed cases. Represent the Long-Term Care Asset Discover Initiative section in appeal hearings and ensure that all pre-appeal provisions are completed. Must be able to communicate and advise staff regarding policies and procedures related to Long Term Care. The candidate will demonstrate the ability to discuss policy and procedural objectives while representing the Department during appeal hearings. The candidate will possess an extensive knowledge regarding federal and state regulations for Medicaid programs and eligibility related to Long Term Care. Excellent leadership, organizational, oral, and written communication skills is a must.

Essential Functions
- Under general direction, serves as Appeal Supervisor in the Long-Term Care Asset--Discovery Initiative (LTCADI)
section in the Illinois Department of Healthcare and Family Services (HFS), Office of the Inspector General
(OIG) - Serves as working supervisor
- Leads over a team of analysts in the Long-Term Care Asset-Discovery Initiative (LTC-ADI) section
- Provides leadership in coordination with the Office of Counsel to the Inspector General (OCIG) and HFS Policy to
a team of analysts in all areas of LTC-ADI investigations to discuss areas of complex cases and appeal matters - Develops, schedules and coordinates training sessions
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated
above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with
coursework in business or public administration - Requires two (2) years of responsible administrative experience in a public or business organization
Specialized Skills
- Requires one year (1) of experience testifying at administrative hearings
- Requires extensive knowledge of Medicaid Eligibility Policy and Procedures pertinent to long term care benefits
- Requires working knowledge of investigative techniques and concepts
- Requires one (1) year of experience analyzing technical situations related to Long Term Care-Asset Discovery Initiative

Preferred Qualifications
- One year (1) of experience testifying at administrative hearings.
- Extensive knowledge of Medicaid Eligibility Policy and Procedures pertinent to long term care benefits.
- Working knowledge of investigative techniques and concepts.
- One (1) year of experience analyzing technical situations related to Long Term Care-Asset Discovery Initiative referrals.
- Two (2) years of experience with administrative hearings including pre-appeal preparations, conferences and documents such as Statement of Facts, testifying, providing appealable issues.
- One (1) year of experience conducting Long Term Care case reviews relative to the detection, prevention and elimination of fraud, waste, and abuse.
- One (1) year of experience analyzing technical situations related to Long Term Care-Asset Discovery Initiative referrals.
- One (1) year of experience effectively disseminating programs, policies, and objectives in verbal and written form for a public or private organization.
- One (1) year of experience supervising staff and directing activities productively in relationship to objectives for a public or private organization.
