Essential Functions

  • Under administrative direction, serves as the Application Developer performing complex professional and advisory functions in application services for the Department of Innovation & Technology (DoIT) supporting the Department of Central Management Services (CMS). 
  • Develops, modifies, supports, and maintains systems, sites, and forms utilizing SDLC or Agile development methodologies.
  • Writes user stories, use cases, and program specifications.
  • Serves as a liaison between agency and technology provider (either DoIT or third parties) ensuring open inquiries are followed to completion.
  • Reviews agency problem use cases and encourages the use of DoIT technologies as solutions enable their usage. 
  • Keeps abreast of new developments in the Information Technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
  • Performs other duties or assigned that area reasonably with the scope of the duties enumerated above.
     

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Applications Services or a related Information Technology field. 
     

Specialized Skills

  • Requires three (3) years of professional experience developing full-stack applications utilizing .NET technologies, including. C#, or VB.Net, in an enterprise environment.
  • Requires three (3) years of professional experience designing, querying, and optimizing MS SQL databases, including experience creating stored procedures, views, and using SSIS packages. 
  • Requires three (3) years of professional experience building or supporting solutions using Microsoft Power Platform tools such as PowerBI, Power Automate, or Dynamic 365.
  • Requires three (3) years of professional experience utilizing System Development Life Cycle (SDLC) or Agile methodologies, including participation in sprint planning, backlog grooming, iterative testing and continuous delivery. 

Preferred Qualifications

  • Three (3) years of professional experience developing full-stack applications utilizing .NET technologies, including. C#, or VB.Net, in an enterprise environment.
  • Three (3) years of professional experience designing, querying, and optimizing MS SQL databases, including experience creating stored procedures, views, and using SSIS packages. 
  • Three (3) years of professional experience building or supporting solutions using Microsoft Power Platform tools such as PowerBI, Power Automate, or Dynamic 365.

  • Three (3) years of professional experience conducting business process analysis or business process reengineering, including creating user stories, use cases, and test scripts.
  • Ability to analyze and diagnose technical issues, coordinating resolution with stakeholders, and providing production support for critical applications. 
  • Ability to collaborate with business users, developers, architects, and project managers to translate functional requirements into technical specifications.
  • Developed verbal and written communication skills to present information to others with clarity and precision.
