Essential Functions

  • Under general direction, serves as the Application Developer III for the Department of Innovation & Technology (DoIT), providing a full range of specialized IT services with a focus on .NET development, source code migration to GitHub, and API integration.
  • Serves as a project team member on assigned application projects reviewing and monitoring project assignments to ensure all meet defined scope and objectives.
  • Analyzes and recommends modernization techniques to improve the supported application systems, including cloud-readiness, refactoring, and data layer optimization.
  • Serves as backup support for scheduled and remedial maintenance for assigned applications monitoring jobs, processes and integrations.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. 
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
  • Requires one (1) year of professional experience in Application Services or a related Information Technology field.

Specialized Skills

  • Requires one (1) year of professional experience in designing and developing database structures and application programs for enterprise-level business applications, including creating tables, stored procedures, and integration points with application code.
  • Requires one (1) year of professional experience applying System Development Life Cycle (SDLC) processes and Agile/Scrum methodologies specifically within an application development environment, including participation in sprint ceremonies and delivery of working code.
  • Requires one (1) year of professional experience developing, enhancing, and supporting applications using ASP Classic, Java, HTML, XML, Virtual PC & Server, SQL, SQL Server and SQL Reporting Service.
  • Requires one (1) year of professional experience utilizing project management and collaboration tools such as MS PowerPoint, MS Visio, MS Teams Azure DevOps and MuleSoft Anypoint Platform, specifically for tracking application development progress, managing code repositories, and coordinating technical tasks.

Preferred Qualifications (In Order of Significance)

  • One (1) year of professional experience in designing and developing database structures and application programs for enterprise-level business applications, including creating tables, stored procedures, and integration points with application code.
  • One (1) year of professional experience applying System Development Life Cycle (SDLC) processes and Agile/Scrum methodologies specifically within an application development environment, including participation in sprint ceremonies and delivery of working code.
  • One (1) year of professional experience developing, enhancing, and supporting applications using ASP Classic, Java, HTML, XML, Virtual PC & Server, SQL, SQL Server and SQL Reporting Service.
  • One (1) year of professional experience utilizing project management and collaboration tools such as MS PowerPoint, MS Visio, MS Teams Azure DevOps and MuleSoft Anypoint Platform, specifically for tracking application development progress, managing code repositories, and coordinating technical tasks.
  • One (1) year of professional experience with Azure DevOps (Boards, Repos, Pipelines) and GitHub code repositories for code migration, version control, and CI/CD deployment in application projects, with working knowledge of SharePoint and MS Office Suite for documentation and collaboration.
  • One (1) year of professional experience conducting technical research, feasibility studies, and application/system analysis to design, modernize, or integrate enterprise applications.
  • Working knowledge of Anypoint Platform and API lifecycle management within an application development context, including design, testing, deployment, and monitoring of APIs in an enterprise environment.
  • Ability to troubleshoot and diagnose complex application and integration issues involving multiple development frameworks, database systems, and API endpoints.
  • Ability to collaborate effectively with development teams, business stakeholders, and project managers to ensure application solutions meet functional and technical requirements.
  • Developed verbal and written communication skills to present technical concepts clearly in user guides, system documentation, and stakeholder presentations.
