Position Overview

The Executive I within the Illinois State Police, Firearms Services Bureau, under direction, organizes, plans, executes, controls and evaluates the operation of the Illinois Firearm Owners Identification (FOID) Application Processing Section (APS) and Word Processing Unit (WPU). Participates in the formation of APS policy and procedures and implements policy within the section. Prepares, executes and/or directs the preparation of a variety of reports and statistical data for management utilization. Serves as working supervisor for the APS and WPU; assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off; prepares and signs performance evaluations.

Job Responsibilities

1. 35%  Organizes, plans, executes, controls and evaluates the operation of the Illinois FOID APS and WPU sections. Develops goals, objectives, and performance standards for the section. Provides technical expertise within the Illinois State Police, confers with Federally Licensed Firearms Dealers, legislators and government officials.


2. 25%  Participates in the formation of APS policy and procedures and implements policy within the section. Executes and plans for the efficient utilization of assigned resources. Implements the resource allocation plan as it relates to section activities and functions and makes recommendations for improvement/revisions.
Serves as a resource in the development and enhancement of the new FOID program; meets, confers, and advises IT consultants and outside vendors. Serves as liaison for the outside vendor performing keying and scanning; FOID card production and FOID remittance for the FOID Bureau.

 

3.  20%  Prepares, executes and/or directs the preparation of a variety of reports and statistical data for management utilization. Executes and plans a variety of production data to evaluate work performance and production statistics in the section and Bureau. Takes necessary steps for efficient utilization of manpower/equipment. Monitors and/or disburses various reports, such as Jeopardy, Fallout, and Previous Name for review and resolution.

 

4.  15%  Serves as working supervisor for the APS and WPU; assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off; prepares and signs performance evaluations.


5. 5%  Performs other duties as required or assigned.

Minimum Qualifications

  1. Requires knowledge skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
  2. Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
