This position serves as the Agency Applications Project Manager for the Department of Innovation & Technology (DoIT) supporting the Department of Commerce & Economic Opportunity (DCEO) responsible for leading and overseeing the planning, development, implementation, and support of agency-wide applications, data systems, and related digital infrastructure. In addition, you will administer project portfolios as a part of the Department’s ongoing business analysis and business process re-engineering efforts. Essential Functions
• Under administrative direction, serves as an Applications Project Manager for the Department of Innovation & Technology (DoIT) supporting the Department of Commerce & Economic Opportunity (DCEO).
• Develops, implements, and maintains the Agency Applications and Systems Development, and other interfaces within the Agency.
• Serves as a working supervisor.
• Coordinates points of intersection between major DoIT Office of Information Management (OIM) initiatives and related Agency initiatives regarding reporting, monitoring, and maintaining DCEO’s knowledge bases.
• Coordinates development and submission of procurement documents (charters, requirements, business cases, and Request for Proposals (RFP) as needed) for the acquisition of contractual assistance.
• Directs the preparation of comprehensive written and verbal reports for the supervisor, DoIT DCEO Chief Information Officer (CIO) and other DCEO senior management.
• Assists the supervisor and CIO in preparing audit responses as needed, interacting with outside entities, coordinating activities with DCEO trusted partners, and participating in interview teams for the hiring of new staff.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
• Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with courses in management information systems, data processing, telecommunications or directly related information technology fields.
• Requires prior experience equivalent to three (3) years administrative experience in management information systems, data processing, telecommunications or directly related information technology fields in a public or business organization.
Specialized Skills
• Requires three (3) years of professional experience administering and managing project portfolios, including business analysis and business process re-engineering initiatives, with demonstrated outcomes in operational efficiency and service improvement.
• Requires three (3) years of professional experience managing, planning, and prioritizing critical agency system development projects, including full project lifecycle oversight.
• Requires three (3) years of professional experience directing the development, implementation, and maintenance of multiple complex systems.
• Requires three (3) years of professional experience applying Project Management Professional methodologies or equivalent frameworks to manage all phases of IT project delivery, including procurement, scope management, scheduling, resource allocation, budgeting, risk management, quality assurance and stakeholder communication.
Preferred Qualifications
• Three (3) years of professional experience administering and managing project portfolios, including business analysis and business process re-engineering initiatives, with demonstrated outcomes in operational efficiency and service improvement.
• Three (3) years of professional experience managing, planning, and prioritizing critical agency system development projects, including full project lifecycle oversight.
• Three (3) years of professional experience directing the development, implementation, and maintenance of multiple complex systems.
• Three (3) years of professional experience applying Project Management Professional methodologies or equivalent frameworks to manage all phases of IT project delivery, including procurement, scope management, scheduling, resource allocation, budgeting, risk management, quality assurance and stakeholder communication.
• Three (3) years of professional experience developing and delivering executive-level reports, data dashboards, and visualizations to communicate project status, operational metrics, and business intelligence insights.
• Three (3) years of professional experience supervising and mentoring IT professionals, including performance management, staff development, workload distribution and fostering a collaborative team environment in a large public or business organization.
• Three years of professional experience coordinating the development, submission, and management of IT procurement documents, including project charters, business cases, and Requests for Proposals (RFPs), and participating in vendor evaluation and selection processes.
• Ability to analyze data and business processes, exercise sound judgement and develop practical solutions to operational and procedural challenges.
• Ability to establish and maintain effective working relationships with internal teams, leadership, vendors, contractors, and agency stakeholders.
• Developed verbal and written communication skills to present complex technical information and project updates to diverse audiences with clarity and precision.
