As the Assistant Administrator, you will be instrumental in shaping the future of HFS’s human resources operations. Job Description
- Subject to management approval, serves as Assistant Administrator for the Division of Personnel & Administrative Services by assisting Management in the development and implementation of agency personnel policies and procedures
- Serves as full line supervisor
- Plans, directs, and evaluates the agency’s Selection and Recruitment Program
- Plans, directs, and evaluates the agency’s Classification, Human Resources Transactions, and Benefits programs
- Establishes and implements policies, standards and procedural guidelines for employee selection and recruitment operations
- Develops working relationships with agency Managers, CMS staff, the Governor’s Personnel Office, and outside sources to facilitate the operations of the division
- Provides technical and advisory services to administrative and management staff
- Develops assigned programs’ annual budget
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college, preferably with courses in business or public administration
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization
Preferred Qualifications
- A minimum of four (4) years of professional experience working with human resources rules, regulations, and procedures
- A minimum of two (2) years of professional experience utilizing an online HR platform, such as SuccessFactors
- A minimum of four (4) years of professional experience implementing personnel rules, regulations, and procedures
- A minimum of four (4) years of professional experience communicating with both internal and external stakeholders verbally and in writing regarding human resources matters
- A minimum of four (4) years of professional experience analyzing human resource data and performance metrics
- A minimum of four (4) years of experience supervising staff
- A master’s degree in Human Resources, Business Administration or related field
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
- Requires ability to travel in the performance of duties, with overnight stays as appropriate
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends

- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
