Essential Functions

  • Serves as Assistant Agency Procurement Officer for Healthcare and Family Services (HFS)
  • Serves as full line supervisor
  • Provides comprehensive guidance to department staff regarding standards for the review and approval of procurement requests within procurement system (BidBuy, System Application Program (SAP))
  • In collaboration with the Agency Procurement Officer, studies problems and proposes solutions on complex matters such as the establishment of billing rates and forward pricing rates, selection of Business Enterprise Program (BEP) goals, pricing and financial analysis, contract disputes, ensure compliance with contractual requirements and to preclude unauthorized changes or alterations in contract provisions
  • Develops cost reduction targets for agency procurements
  • Directs and monitors vendor procurement activities
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with course work in business management or related field
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in a public or business organization, preferably with experience in purchasing, business management and managing cross functioning organizational entities

Preferred Qualifications

  • Three (3) or more years of professional experience creating, managing, negotiating, or executing procurements
  • Three (3) or more years of professional experience creating, managing, negotiating, or executing Invitation for Bid (IFB)
  • Three (3) or more years of professional experience working with procurement systems such as BidBuy, System Application Program (SAP), B2G or comparable software
  • Three (3) or more years of professional experience working with a Business Enterprise Program (BEP)
  • Prefers a Certified Professional Procurement Buyer (CPPB) or Certified Public Procurement Officer (CPPO) Certification
  • Three (3) years of professional experience developing and implementing procurement policies and procedures for a public or private organization
  • Three (3) years of professional experience developing and implementing new and/or revised procedures to carry out legislative and programmatic initiatives for procurement operations
  • Three (3) years of professional experience supervising professional staff

  • Requires ability to work outside normal business hours.
  • Requires the ability to utilize and maintain agency supplied materials/equipment (i.e., cell phone, laptop, etc.)
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine
