Position Overview

Under administrative direction, serves as Assistant Bureau Chief in the Bureau of General Accounting, Office of Fiscal Services. Serves as a full-line supervisor to lower level staff.  Supervises processing of receipts and refunds received by DHS.  Analyzes and resolves internal and external audit issues.  Coordinates and serves as liaison with program, central office and facility staff to resolve any accounting issues and recommend changes to policies and procedures to implement such corrections. 

Essential Functions

  • Serves as the Assistant Bureau Chief of the Bureau of General Accounting.

  • Serves as full-line supervisor.

  • Monitors refund and receipt entry into SAP; the check log database in the Cash Management Unit; ensures processes, tables and reports are sufficient for processing and reporting; assists staff with SAP issues and questions; assists in the resolution of client issues referred from the Collections unit.

  • Recommends policies and procedures with relation to General Accounting functions to ensure compliance with GAAP and GASB standards and other authoritative sources.

  • Reviews the refund and receipt reconciliation reports and addresses any corrections needed in SAP.

  • Researches and interprets accounting issues which arise from changes in State Statutes, Comptroller’s Uniform Statewide Accounting System (CUSAS) Manual, GAAP and other authoritative accounting sources.

  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to the completion of four (4) years college with coursework in business, fiscal or accounting.

  • Requires prior experience equivalent to four (4) years of progressively responsible fiscal or accounting experience in a public or private organization.

Preferred Qualifications

  • Five (5) years of professional experience working with an automated accounting system.

  • Five (5) years of professional experience working with state and federal policies and rules relating to state or non-state accounting procedures.

  • Five (5) years of professional experience working with Comptroller and Treasurer policies and procedures, Federal and State statutes, administrative rules and regulations relative to state accounting to ensure compliance with GAAP and GASB standards.

  • Five (5) years professional experience ensuring procedures and reports are sufficient for processing and reporting and assisting staff with resolution of issues.

  • Five (5) years professional experience providing responses to internal and external audit requests. 

  • Five (5) years of professional experience assigning work, providing guidance to subordinates, recommending counseling and /or discipline following collective bargaining agreement, training staff, approving time off, and preparing and signing performance evaluations.

Term Appointment: Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Human Services’s discretion.
