Position Overview:
The Department of Healthcare and Family Services, Office of Inspector General (OIG), Bureau of Fraud Science and Technology is seeking a highly qualified and motivated Assistant Bureau Chief to join our team to facilitate and enhance OIG’s use of data to prevent and detect fraud, waste, and abuse in HFS programs. The ideal candidate will be adaptable, possess strong organizational and communication skills, work effectively with OIG staff, internal, and external partners, and ensure Bureau projects and data analytics support organizational priorities and are completed in a timely fashion. The desired candidate must be able to supervise staff, research, develop, evaluate, and enhance data systems and applications. Essential Functions
- Subject to management approval, serves as an Assistant Bureau Chief for the Bureau of Fraud Science and Technology (BFST) by providing complex administrative and investigative direction to management staff
- Plans, directs, and evaluates BFST staff who provide data system support and staff that analyze Illinois
Healthcare and Family Services claims to detect fraud, waste, and abuse - Serves as a full-line supervisor
- Implements and evaluates program requirements for potential targeting and reporting enhancements to Office of Inspector General Predictive Analytic System
- Serves as a liaison to agencies in other states regarding fraud routines and capabilities, achievements,
anticipated improvements, and general system utilization in Illinois - Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college preferably with courses in business or public administration
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization
Preferred Qualifications
- Minimum of four (4) years of professional experience as a supervisor, preferably of technical staff with data-related responsibilities
- Working knowledge of Medicaid managed care encounter claims, policies, and organizations preferably with the State of Illinois or similar government entity
- Minimum of four (4) years of professional experience directing the development of customized applications that meet organizational priorities and user data needs
- Working knowledge of claims payment systems and associated accounts receivable principles (e.g., claims adjudication, adjustments, vouchering)
- Minimum of four (4) years of professional experience with claims and eligibility data systems and claim reconciliation (i.e., electronic data interchange transactions, Medicaid Management Information System, and the Illinois Medicaid Program Advanced Cloud Technology system) for a public or private organization
- Minimum of four (4) years professional experience establishing and overseeing data use governance policies and management practices
- Minimum of three (3) years of professional experience establishing and overseeing quality assurance procedures for organizational data use
- Minimum of three (3) years of professional experience overseeing and directing the work of contractors

- Requires ability to travel in the performance of duties, with overnight stays as appropriate
