Position Overview

The Assistant Bureau Chief of the Radio Network Services Bureau for the Division of 911 organizes, plans, controls, and evaluates all technical operations of the communications system program. This position is also tasked with developing and implementing program policy. The ideal candidate will have excellent communications skills and an ability to handle multiple issues with competing priorities

Essential Functions

  • The Radio Network Services Bureau Assistant Bureau Chief formulates, coordinates, and implements operational and administrative policy, procedures, and regulations in support of the program of technical communications supporting the Illinois State Police (ISP) dispatching, field services, and officer/subscriber unit systems and computer-based law enforcement databases.
  • Utilizes a state vehicle to travel throughout the state to manage and supervise staff involved with communications engineering, technical maintenance, and associated training to the ISP and other state and local government agencies.
  • Administers and directs all technical and administrative phases of law enforcement’s two-way radio and microwave communications systems including developing equipment specifications and designing microwave systems.
  • Directs the servicing of all ISP radio communication equipment and installation of telecommunications and electronic equipment in ISP vehicles.
  • Serves as staff to the bureau chief.
  • Coordinates and manages the preparation of the Radio Network Services Bureau’s Technical Operations budget.
  • Performs other duties as required or assigned.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years college.
  • Requires prior experience equivalent to four (4) years responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Prefers at least three (3) years of experience in the use of Windows computer operating systems and radio and electronic equipment programming software.
  • Prefers at least three (3) years of experience in managing a technical staff covering a wide range of communications technological projects in a law enforcement environment.
  • Prefers at least three (3) years of experience in strategic planning efforts, formalized project management techniques, organization, and/or communications skills.
  • Prefers at least two (2) years of experience with major communications systems, equipment, operation, dispatching procedures, and service needs.
  • Prefers at least two (2) years of experience in fiscal management and budgeting.
  • Prefers at least two (2) years of experience establishing goals and objectives for subordinate personnel.
  • Prefers at least two (2) years of experience serving as a coordinator over a large statewide program in a public or private sector environment.
  • Prefers at least one (1) year of experience working with personnel matters in the private or public sector.
  • Prefers at least one (1) year of experience with disciplinary and/or grievance procedures.
  • Prefers at least one (1) year of experience reviewing, establishing, implementing, and interpreting directives and procedures.
