Position Marketing Statement:
The Department of Healthcare and Family Services, Bureau of Administrative Services is seeking to hire an Assistant Bureau Chief. The Assistant Bureau Chief position will manage the Office Services program for the Bureau. Additionally, the position will serve as a management liaison with CMS and others involved with the administrative services of the Department, monitor various office budgets, compile and develop annual certification reports. The ideal candidate will be a proven leader in warehouse operations, with expertise in internal processes, guiding staff and aligning resources to organizational priorities.

Essential Functions
- Subject to management approval, serves as Assistant Bureau Chief for the Bureau of Administrative Services
(BAS) by formulating and establishing new and revised agency administrative services policies and procedures to
ensure compliance with state, federal and agency rules, regulations and guidelines - Serves as full line supervisor
- Plans, directs and evaluates the statewide Office Services Unit for BAS
- Serves as management liaison in contact with CMS, private vendors, and other state, federal and local agencies
involved with the administrative services needs of the Agency - Compiles, analyzes and develops reports for annual cerification to CMS
- Develops and conducts human resources utilization reviews
- Directs the Forms Control unit's work to develop and maintain department forms according to state law and
technical requirements and in a manner consistent with the Agency's mission - Develops and monitors various office budgets
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated
above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to the completion of four (4) years of college, preferably with
coursework in business or public administration - Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or
business organization
Preferred Qualifications
- Three (3) years of professional experience managing a distribution warehouse for a public or private organization
- Three (3) years of professional experience overseeing warehouse operations and distribution
- Three (3) years of professional experience managing a budget for commodities and/or furniture and office equipment
needs - Two (2) years of professional experience utilizing Systems, Applications, and Products or similar program to manage
assets for a public or private organization - Two (2) years of professional experience utilizing Systems, Applications, and Products for commodity distribution
- Three (3) years of experience supervising staff in a public or private organization
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- Requires ability to travel in the performance of duties, with overnight stays as appropriate
- This position is considered heavy work as defined by the U.S. Department of Labor (20 CFR 404.1567(d)). Heavy work
involves lifting no more than 100 pounds at a time with frequent lifting or carrying of objects weighing up to 50 pounds - Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the

requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary
of State that will be made available for examination and copying by the public. All employees required to file a Statement of
Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics
