ICC Overview

The ICC is made up of 2 main segments. The Bureau of Public Utilities and The Bureau of Transportation. 

Public Utility Services

Through its Bureau of Public Utilities, the Commission oversees the provision of adequate, reliable, efficient and safe utility services at the least possible cost to Illinois citizens served by electric, natural gas, telecommunications, water and sewer public utility companies.

Transportation Services

Through its Bureau of Transportation, the Commission oversees public safety and consumer protection programs with regard to intrastate commercial motor carriers of general freight, household goods movers, relocation towers, safety towers, personal property warehouses and repossession agencies. The Commission’s Rail Safety Program also inspects and regulates the general safety of railroad tracks, facilities and equipment in the state.

Job Responsibilities

Subject to management approval of the Director – Safety and Reliability Division, serves as Assistant Director engineering section of the Division; performs highly responsible and complex managerial and supervisory functions in directing the activities of the engineering section of the Division; formulates, interprets, develops and implements new and revised policies of the engineering section of the Division; directs the work in Teleco, Gas, Electrical and Water Engineering Sections.


1.Formulates and implements policies, standards, and procedures for all operations within the general policy framework of the engineering section of the Division; provides major administrative input to the Director – Safety and Reliability Division regarding planning for future initiatives and the future direction for operations in relationship to legislative mandates; maintains clear, effective communications within the Division to coordinate and work cooperatively with regard to the ICC’s policies, standards and procedures.


2.Administers all major administrative programs of the engineering section of the Division; Teleco, Gas, Electrical and Water Engineering Sections; directs and controls statewide activities involved in the development of programs and practices for the engineering sections of the Division; evaluates the performance of staff and recommends compensation adjustments to the Director – Safety and Reliability Division.

3. Directs and coordinates the administration of the engineering section of the Division budget; assures budget compliance in monitoring and tracking the engineering section of the Division expenditures in consultation with Division Director – Safety and Reliability Division.

4. Monitors the appropriations and expenditures of approved budget in the areas of; information systems, travel, equipment, personal services, contractual, commodities and telecommunications; confers with the Director – Safety and Reliability Division, makes recommendations, or approves requests made to the Director – Safety and Reliability Division, as required.


5. Coordinates the work of the engineering sections of the Division on behalf of the Director – Safety and Reliability Division in order to achieve Division objectives; assists the Director – Safety and Reliability Division in evaluating, organizing and implementing the development of new or revised goals and objectives for employees.


6. Makes recommendations for compliance with audit findings, as required, to the Director – Safety and Reliability Division for implementation; performs special projects and represents the Director – Safety and Reliability Division as a member of any working committee, as required or assigned.


7. Performs other duties, special projects or research, as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge, skill and mental development equivalent to the completion of four years of college, preferably with courses in business, management, or engineering; requires eight to ten years of progressively responsible experience in the oversight of utility construction, operation, and/or maintenance programs, preferably with prior engineering experience. Prefers five years of supervisory experience associated with utility construction, operation, and/or maintenance programs. Requires the ability to develop and manage the engineering administrative programs; extensive knowledge of agency programs and service objectives, policies, activities and operational systems; requires extensive knowledge of staff utilization, employee motivation, labor and employment development. Requires ability to analyze administrative problems and adopt an effective course of action; the ability to develop, install and evaluate new and revised methods, procedures and performance standards; extensive knowledge of the personal computer and its related software applications and programs; the ability to exercise judgment and discretion in developing, implementing and interpreting agency policies and procedures; the ability to anticipate needs and cost of personnel, space, equipment, supplies and services; superior written and verbal English communication skills; and the ability to apply human relation skills in interaction with agency management.
