Position Overview

The Capital Development Board (CDB) is seeking a highly motivated individual to serve as Assistant Fiscal Officer. The individual in this role will provide assistance to the Chief Fiscal Officer with the management of the fiscal and budgetary activities for CDB. The ideal candidate for this position will have experience in fiscal management, finance, accounting and budget related matters including development, analysis and research. Essential Functions

  • Subject to management approval of the Chief Fiscal Officer in Fiscal Administration, serves as the Assistant Fiscal Officer for the Capital Development Board (CDB).
  • Assists and provides support in the planning, development, implementation and management activities of the Operational Budget for CDB.
  • Assists and provides support in the planning, development, implementation and management activities of the Capital Budget for CDB.
  • As the Assistant Fiscal Officer, provides support to the fiscal office on day-to-day operational activities.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with courses in public administration, business, finances and accounting.
  • Requires four (4) years of progressively responsible administrative experience in the field of budgeting, accounting, fiscal management and finance.

Preferred Qualifications

  • Prefers three (3) years’ experience in budget related matters including development, analysis and research. 
  • Prefers three (3) years’ experience in performing budget projections and budget reports.
  • Prefers three (3) years’ experience in working in budget automated systems.
  • Prefers two (2) years’ experience in supervising, monitoring, and evaluating staff.
  • Prefers extensive experience in communications both orally and in writing.

Conditions of Employment

1. Requires completion of a background check and self-disclosure of criminal history.
2. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license and proper vehicle insurance.
3. Ability to work outside of normal business hours.
4. Requires the use of an agency supplied cell phone and laptop.
5. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
6. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

The Capital Development Board (CDB) oversees the construction of new state facilities, such as correctional centers, state parks, mental health facilities and college and university projects. In addition, CDB is responsible for renovation and rehabilitation projects at over 8,770 state-owned buildings spread over more than 100 million square feet of floor space.

This position will serve five year terms, during which they cannot be removed except by action of the Executive Ethics Commission. Terms may be renewed at the discretion of the agency head of the employing agency.
