Position Overview

The Illinois Law Enforcement Training & Standards Board invites qualified applicants to apply for the position of Assistant Fiscal and Chief Accountability Officer.  This position will work in conjunction with the Chief Fiscal Officer in preparing budget submissions and budget packages for the agency’s needs, formulate policies and establish and implement procedures for the agency’s compliance audits, and serve as a full line supervisor to bargaining unit employees. Proficiency in Microsoft Word, Outlook, Excel & Internet applications is strongly preferred.  The ideal candidate for this position will have the ability to work in a fast-paced environment, be highly organized, have well-honed supervisory skills, and be capable of multi-tasking to keep up with the demands of a busy and growing agency. Essential Functions

  • Serves as the Assistant Fiscal and Chief Accountability Officer.
  • Works in conjunction with the Chief Fiscal Officer in preparing budget submissions and budget packages for the agency’s needs.
  • Formulates policies and establishes and implements procedures for the agency’s compliance audits.
  • Serves as full line supervisor.
  • During disasters, as a result of vacancies, or as directed by the CFO, may serve in various fiscal roles as a multiskilled backup to assist in various fiscal work throughout the section. 
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with significant coursework in public administration, finance, or fiscal operations.
  • Requires four years of progressively responsible administrative experience in public administration, fiscal operations, external auditing, budgetary planning and control, or public accounting.

Preferred Qualifications

  • Prefers 4 years or more of professional experience in governmental accounting or auditing.
  • Prefers 2 years or more of professional experience with governmental policies and procedures.
  • Prefers 2 years or more of utilizing public and business administration principles and practices.
  • Prefers 2 years or more of professional experience in analyzing and preparing financial reports.
  • Prefers 2 years or more of experience using a Systems Applications and Products (SAP)-based accounting system.
  • Prefers 1 year or more of experience in the development and management of office operations.
  • Prefers 1 year or more of experience with professional staff utilization and employee motivation, including labor relations and employee development.
  • Prefers ability to develop and maintain positive, cooperative working relationships, specifically with state government officials, but also with agency staff and the general public.

Employment Conditions

  • Overtime is a condition of employment, and employee may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry-related topics relevant to job duties.
  • Proficiency in Microsoft Word, Outlook, PowerPoint, Excel & Internet applications.
  • This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds. This job may require a good deal of walking or standing and involves sitting for long periods of time.
  • Requires the ability to pass a criminal background and work history check.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Illinois Law Enforcement Training and Standards Board’s discretion.
