Then consider working for the Illinois Department of Revenue. We are hiring an Assistant Procurement/Contract Coordinator (Executive I) for our Procurement Division in Springfield. In this position you will prepare and direct the execution of assigned joint master purchasing contractual agreements. If you have completed 4 years of college or have equivalent experience, have one year of responsible administrative experience in a public or business organization, and have one year of procurement experience with experience writing and drafting Requests for Quote (RFQs), Invitation for Bid (IFBs), Request for Proposals (RFPs), and Requests for Information (RFIs), then we want you! Essential Functions
- Under direction, prepares and directs the execution of assigned Central Management Services (CMS), Department of Innovation and Technology (DoIT), Chief Procurement Office – General Services (CPO-GS) joint purchasing master contractual agreements and related documentation.
- Prepares requests for commodities, printing materials and equipment.
- Negotiates with vendors to obtain the most advantageous prices.
- Logs procurement documents into the procurement access database, and in Enterprise Resource Planning (ERP) for tracking, preparing and executing IDOR contractual agreements, and assisting other areas of the Division when back-logs arise.
- Monitors and follows-up on Contractor/Sub-Contractor annual disclosures.
- Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in business or public administration.
- Requires one year of responsible administrative experience in a public or business organization, -OR- completion of an agency approved professional management training program.
Specialized Skills
- Of the one year of experience, requires one year of procurement experience with experience writing and drafting Requests for Quote (RFQs), Invitation for Bid (IFBs), Request for Proposals (RFPs), and Requests for Information (RFIs).
Preferred Qualifications
- One (1) year of procurement experience with experience writing and drafting Requests for Quote (RFQs), Invitation for Bid (IFBs), Request for Proposals (RFPs), and Requests for Information (RFIs).
- One (1) year of experience working with the State or Federal Procurement Code.
- One (1) year of experience utilizing Enterprise Resource Planning (ERP) System or similar procurement platform.
- One (1) year of experience utilizing the BidBuy procurement system or similar e-procurement program.
- One (1) year of experience reviewing and evaluating contracts for conformity, accuracy, and compliance with applicable policies, rules, or laws.
- One (1) year of experience implementing and adhering to new and revised methods, procedures, and performance standards.
- One (1) year of experience coordinating, preparing, evaluating, and routing contracts and procurement documentation for contractors, management, and other stakeholders.
- One (1) year of experience negotiating with vendors to obtain the most advantageous prices on goods or services.
- Intermediate proficiency using Microsoft Access or similar database management system.
Conditions of Employment
- Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
- Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet.
- Requires completion of BidBuy training within the probationary period.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force.
