JOB DESCRIPTION:
The Illinois Department Healthcare and Family Services is seeking to hire an experienced and energetic Human Resource individual who demonstrates independent initiative with the ability to resolve complex issues. The ideal candidate will be eager to learn and work in a fast-paced Human Resources Office environment, serving as Assistant to the HR Administrator.
The ideal candidate will be passionate about Human Resource projects, track and implement Human Resource best practices that compliment a strategic direction, initiate and adopt standards and processes to meet the challenging needs of our teams, demonstrate a strong attention to detail, demonstrate independent initiative and strong interpersonal skills, demonstrate experience developing and implementing short term and long-term goals for the office, and possess excellent organizational skills.

Job Description
- Serves as the overall assistant to the Human Resources Administrator of the Division of Personnel and Administrative Services
- Plans, develops, and evaluates special projects and reports
- Serves as spokesperson for the Administrator, speaking on his/her behalf
- Confers with management to coordinate the integration of the division’s program activities to resolve program and administrative problems
- Assists in developing the spending plan for the Division
- Develops and monitors a correspondence control on all incoming mail for the Administrative Office
- Maintains the revolving door list for the agency
- Reviews and analyzes requests for the Administrator’s participation in meetings and discussions from agency managers, other agencies, the Governor’s Office, and other concerned groups
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration
- Requires three (3) years of progressively responsible administrative experience in a public or business organization
Preferred Qualifications
- Four (4) years of professional experience planning, developing and evaluating special projects in the field of human resources
- Four (4) years of professional experience in a private or public organization maintaining confidentiality and handling sensitive information with professionalism
- Three (3) years of professional experience managing multiple projects simultaneously
- Two (2) years of professional experience interpreting policies and procedures for human resources
- Two (2) years of professional experience developing, creating and maintaining confidential reports regarding human resource activities
- Two (2) year of professional experience utilizing Microsoft Office Suite with an emphasis on creating reports utilizing Excel, Access, or similar software
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires the ability to utilize and maintain state issued equipment such as a cell phone and laptop.
