Position overview: 

This position will serve as a policy-making official, making recommendations to change policy for the programs within the Division of Medical Programs; participate in determining HFS policy to establish objectives or state principles to assist in operations of the Division; serve as a member of the Medicaid Administrator’s leadership team; serve as a spokesperson for the division speaking with stakeholder groups and officials of the Illinois General Assembly, the Office of the Governor, the Office of Management and Budget, the U.S. Department of Health and Human Services; and other local, state and federal agencies. The ideal candidate will demonstrate an expertise in Medicaid policy and program implementation and an overall strong skill set that will ensure Medical Programs maintains the highest level of standards in all operations within the Division. The ideal candidate will demonstrate their dedication to teamwork, the ability to work in a fast-paced, ever-changing environment, experience managing large scale medical program operations, and the desire to promote and provide quality services on behalf of the State of Illinois.

Essential Functions

  • Serves as Associate Administrator for the Division of Medical Programs (DMP) by providing high level management, oversight and consultation to the Medicaid Administrator
  • Confers with DMP administrative personnel regarding problems within areas of jurisdiction some of which are confidential and critical in nature
  • Leads agency and DMP initiatives as delegated by the Medicaid Administrator
  • Serves as Agency spokesperson
  • Serves as a member of the Medicaid Administrator's leadership team
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill and mental devlepment equivalent to completion of four (4) years of college, preferably with courses in health and human services
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a health and human services organization

Preferred Qualifications

  • Five (5) years of experience working with healthcare programs including but not limited to Medicaid managed care, longterm care, home and community-based waiver services, behavioral health, consent decrees for a government healthcare program or hospitals
  • Eight (8) years of experience working in the healthcare industry including the Medicaid program
  • Five (5) years of experience in strategic planning or legislative development and thought leadership in supporting Medicaid healthcare programs
  • Three (3) years of experience in bugeting and financial management of a health plan, Medicaid or a government healthcare program
  • Five (5) years of experience developing and implementing policy and procedures for a large healthcare organization or government healthcare program
  • Five (5) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking several projects simultaneously

Conditions of Employment

  • Requires the completion of a background check and self-disclosure of criminal history
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate
  • Overtime is a condition of employment and you may be requested or required/mandated to work overtime inlcuding scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings or weekends
  • Requires the ability to utilize and maintain state-issued equipment, such as mobile phone and laptop
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officals and employees to file annual States of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
