Position overview:
The Department of Healthcare and Family Services, Division of Medical Eligibility, is seeking to hire a professional and motivated individual to serve as the eligibility audit compliance manager. This Public Service Administrator (PSA) will provide review and coordination of internal and external audit compliance functions, including recommending implementation and development of policies for the Division of Eligibility. The candidate will ensure accurate, complete and timely responses for all audit request within the Division. The nature of the work is very collaborative and requires good working relationships with other staff and bureaus in HFS, other agencies, and contactors. This position is a fast-paced environment requiring flexibilities, excellent prioritization skills and dedication to teamwork.

Essential Functions
- Subject to management approval, serves as Audit Compliance Unit Manager in providing a review of internal and external audit compliance functions including the implementation and development of policies for the Division of Medical Eligibility
- Performs a variety of activities to ensure accurate, complete, and timely responses for all audit requests
- Performs a variety of highly complex and advance functions, frequently of a highly sensitive and confidential nature, to facilitate management of issues impacting Division operations
- Serves as full line supervisor
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college
- Requires prior experience equivalent three (3) years of progressively responsible administrative experience in a public or business organization
Preferred Qualifications
- Four (4) years of professional experience in medical eligibility administration with Title XIX and XII for a public or business organization
- Four (4) years of professional experience working with internal and external audits for a large organization providing or utilizing health benefits or health initiatives
- Four (4) years of professional experience working with medical eligibility and payments systems, such as the Integrated Eligibility System and Medicaid Management Information System
- Four (4) years of professional experience working with State medical eligibility law and its applicable process to policy and procedures
- Four (4) or more years of professional experience in governmental auditing
- Three (3) or more years of supervisory experience in a public or private organization
- Three (3) of more years of experience utilizing computer applications including but not limited to Microsoft Office Suite or relevant
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate
- Requires the ability to utilize and maintain state issued equipment such as a laptop and/or cell phone
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled or last-minute overtime. This requires the ability to work evenings and weekends
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary
of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
