Essential Functions
- Manages and controls the activities of various technical and specialist support functions.
- Acts as liaison with other Divisions of the Agency, the Department of Human Services, Public Health, the Office of the Comptroller, etc., who are requesting procedural or informational assistance with reference to interrelated problems.
- Supervises staff.
- Clarifies or explains the proper applications of the statutes, rules and regulations in response to inquiries or complaints regarding status of applicants or program participation.
- Works with division management on a variety of management related and/or specialized division projects.
- Coordinates activities with the Division of Information & Technology with systems development personnel regarding program errors, computer acceptability, program discrepancies and/or program specifications.
- Recommends and implements changes in, or establishment of, new policies and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires Knowledge, skill and mental development equivalent to the completion of four (4) years of college with courses in a health and human services related field or gerontology.
- Requires Three (3) years of progressively responsible administrative/supervisory experience in a health and human services environment.
Preferred Qualifications
- Prefers three years of experience working with the Medicaid waiver or Managed Care Organization (MCO) service providers.
- Prefers three years of experience working under Medicare and Medicaid rules and regulations.
- Prefers three years of experience working with home and community-based service waivers.
- Prefers two years of experience working the aging and persons with disabilities populations.
- Prefers two years of experience conducting facility accreditation, audits, or reviews.
- Prefers a Master's degree in a health and human services or gerontology field.
Conditions of Employment
- Requires ability to pass a criminal background check.
- Requires monthly travel to offsite meetings and conferences.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
