Position Overview
This position assists the Benefits Manager in the administration of departmental benefit programs. These include the Deferred Compensation Program, the Commuter Savings Program, the Flexible Spending Program, the State Employees’ Retirement System’s (SERS) benefits, and the various group insurance plans.
Essential Functions
- Serves as a point of contact for group insurance representatives to network questions and resolve issues concerning various benefit programs.
- Assists in the administration of the group insurance and benefits programs while ensuring that Central Management Services (CMS) policies are followed.
- Ensures that changes to an employee’s elections for deferred compensation, flexible spending, and commuter savings accounts are coordinated with CMS.
- Ensures accurate and timely information is processed in payroll in order to prevent any adverse effect on department employees.
- Plans and prepares the annual group health insurance benefits fair and flu shot program.
- Assists the Benefits Manager with other group insurance projects and attends meetings with various state agencies regarding benefits programs.
- Develops tools to enhance the accuracy and efficiency of group insurance and benefit administration functions.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor’s degree majoring in human resources or business administration; OR completion of two years of college PLUS two years of experience processing insurance transactions, processing benefit adjustments, administering insurance policies and benefit programs, or a combination thereof; OR six years of experience processing insurance transactions, processing benefit adjustments, administering insurance policies and benefit programs, or a combination thereof.

- Experience using computer systems for payroll, timekeeping or benefit administration.
- Ability to work under rigid time constraints while maintaining accuracy of work product.
- Ability to maintain harmonious relationships with employees, agency officials, and the public.
- Ability to maintain confidentiality and professionalism in a team-oriented environment.
- Ability to plan, organize, and execute administrative program requirements in a fast-paced environment within given time constraints.
- Experience interpreting policies.
- Ability to recognize and resolve problems.
- Strong oral and written communication skills.
