POSITION OVERVIEW

The Illinois Department of Central Management Services (CMS) is looking for a Benefits Data and Information Analyst to fill a critical role within the Bureau of Benefits. POSITION ESSENTIAL FUNCTIONS

  • Under administrative direction of the Group Health Plan (GHP) Finance Manager/GHP Chief Financial Officer (CFO), serves as the Benefits Data and Information Analyst
  • Collects, aggregates, and manages a variety of data utilized in budget preparation and for fiscal reporting needed for the Commission on Government Forecasting and Accountability (CGFA), Statewide Cost Allocation Plan (SWCAP), Incurred but Not Reported (IBNR), Generally Accepted Accounting Practices (GAAP), Other Post-Employment Benefits (OPEB), and other required reports
  • Performs quantitative analysis of all Bureau programs 
  • Organizes the reporting of the financial operations of the Bureau’s programs to facilitate executive management decisions
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to the completion of four years of college, with courses in business, finance, accounting, economics, or management
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in Financial Planning & Analysis (FP&A), cash management, budgeting, data analytics, financial reporting, or accounting

PREFERRED QUALIFICATIONS

  • Prefers five (5) + years professional experience with Microsoft Office including, but not limited to Excel and Outlook, and mainframe applications.
  • Prefers two (2) + years of professional experience analyzing administrative problems and adopting an effective course of action.
  • Prefers two (2) + years professional experience in estimating and budgeting for future needs and costs related to large organizations or programs.
  • Prefers two (2) + years of professional experience developing procedures to provide data analytic services and create and maintain documentation.
  • Prefers two (2) + years professional experience interpreting and ensuring adherence to State, federal or local regulatory policy implementation experience
  • Prefers two (2) + years of professional experience demonstrating excellent interpersonal, verbal, and written communication skills.

  • Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime
