POSITION SUMMARY

The Illinois Department of Central Management Services (CMS) Bureau of Benefits is looking for a Benefits Fiscal Operations Manager to fill a critical role of managing the State’s Benefits Funds for the Group Health Plan (GHP) Programs and the Risk Management Programs. The incumbent will be tasked with managing all aspects of the Bureau fiscal administration, monthly spending plans, subordinate staff workloads, as well as analyzing and implementing fiscal policies. Under administrative direction of the Assistant Deputy Director and working in unison with the Bureau CFO, the Benefits Fiscal Operations Manager will plan for the most efficient utilization of Bureau resources. POSITION ESSENTIAL FUNCTIONS

  • Under administrative direction, serves as the Benefits Fiscal Operations Manager for the State’s Benefits Funds.
  • Manages all aspects of fiscal administration for the Bureau of Benefits.
  • Serves as full-line supervisor.
  • Directs, evaluates, and implements the policies, procedures, or legislation on the financial operations of the State’s Benefits Funds to facilitate executive management decisions regarding the various Benefit Programs and reports.
  • Plans for the most efficient utilization of Bureau resources.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in business, finance, or a related field.
  • Requires prior experience equivalent to four years of progressively responsible administrative experience in accounting, fiscal analysis, auditing, or budgetary planning and control for a public or business organization.

PREFERRED QUALIFICATIONS

  • Prefers five (5) years of professional experience supervising a team of professional staff.
  • Prefers five (5) years of professional experience utilizing enterprise-wide financial systems or resource planning.
  • Prefers four (4) years of professional experience in accounting, fiscal analysis, or auditing.
  • Prefers four (4) years of professional experience in Microsoft Excel or an equivalent spreadsheet software.
  • Prefers four (4) years of professional experience in interpreting and implementing policies, procedures, or legislation for financial operations.
  • Prefers two (2) years of professional experience managing a budget in excess of $10 million.

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends, or at various times outside of normal office hours to meet deadlines.
  • Requires a valid driver’s license and the ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

About the Bureau:

The Illinois Department of Central Management Services Bureau of Benefits is the primary health care and insurance administrator for state employees and retirees, state university employees, retired community college employees and retired teachers. In addition, the Bureau of Benefits also administers a wide range of other programs including the State’s dependent and medical care assistance program, the State’s commuter savings program, and Illinois’ workers’ compensation program as well as the state employees deferred compensation program. The Bureau also acts as a paying agent for indemnification claims brought against state employees and is responsible for the administration of the state's self-insured Auto Liability Program.
