Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Budget Analyst.  Under administrative direction, this position will review, analyze, and prepare grant budget requests, particularly for non-board line items.  The position will direct and monitor the development of spending plans and availability of funds for all grant line items on a statewide basis and will provide input into the completion of the Department’s Annual Progress and Services Report and Child and Family Services Plan.  This position provides a great opportunity for a motivated individual who is interested in playing a role in ensuring that DCFS implements sound fiscal policies and procedures in the administration of the agency.  DCFS offers a competitive compensation plan, excellent benefits, and a pension program.  The ideal candidate for this position will have excellent organizational skills and strong leadership skills.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.

Essential Functions

  • Serves as Budget Analyst
  • Directs and monitors on a statewide basis the development of spending plans and availability of funds for all grant line items, utilizing computer Enterprise Resource Planning (ERP/SAP) software
  • As directed, attends meetings with GOMB and various legislative committees concerning agency grant requests
  • Provides input into the completion of the Department’s Annual Progress and Services Report (APSR) and Child and Family Services Plan (CFSP)
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in business or public administration
  • Requires three years of progressively responsible administrative experience in budgetary planning and operations in a public or business organization

Preferred Qualifications

  • 3 years of professional management experience in the area of finance in a public or business organization
  • 3 years of professional experience directing and/or monitoring the development of spending plans in a public or business organization
  • 3 years of experience analyzing historical spending and projected expenditures using computer database programs, spreadsheets, and software
  • 3 years of professional experience developing strategic financial plans in a public or business organization
  • 2 years of professional experience serving in a liaison capacity for a public or business organization
