Position Overview
The Office of Budget is seeking to hire a well-organized, energetic and detail-oriented manager to supervise and provide input, consultation and coordination in the development, preparation, and execution of the budgets for assigned program areas. The incumbent will provide critical analysis, evaluation and justification of program requirements and needs as they relate to overall department objectives. Develops formal budget presentation with the Governor’s Office of Management and Budget and the Governor’s Office. This position will supervise and approve spending plan transactions in the Department’s accounting system and will serve as full-line supervisor.
Essential Functions
- Serves as a Budget Manager for the Office of the Budget.
- Develops formal budget presentation with the Governor’s Office of Management and Budget and the Governor’s Office.
- Provides consultation and coordination in the design, programming and implementation of information used in the development and presentation of budgets, resource allocation/spending plans, monitoring of expenditures and fulfilling other financial and programmatic related informational needs.
- Serves as full-line supervisor.
- Supervises and approves spending plan transactions in the Department’s accounting system, prepares and request appropriation line-item transfers as needed.
- Performs and reviews special analyses regarding the department’s operations and program/services.
- Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years college with course work in accounting, business or public administration.
- Requires three (3) years progressively responsible administrative accounting and fiscal management experience in a public or private organization, including one (1) year of professional experience in budgetary planning and control.
Preferred Qualifications
- Four (4) years of professional experience analyzing data sets and trends for budgetary forecasting of personnel costs and operational costs for a public or private organization.
- Four (4) years of professional experience developing the budget process for a large governmental agency or entity.
- Four (4) years of professional experience interpreting departmental policies and procedures that affects the budget for a public or private organization.
- Four (4) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, approving time off and preparing and signing performance evaluations.
- Four (4) years of experience working with software programs such as Microsoft Excel and Microsoft Access to design and maintain databases, queries, and reports and develop spreadsheets and macros.
- Four (4) years of professional experience meeting deadlines with strong attention to detail and the ability to utilize critical thinking skills while multi-tasking multiple projects.
Work Hours: Mon - Fri, 8:30am - 5:00pm; 1-hour unpaid lunch
