POSITION SUMMARY
CMS is seeking a high-performing candidate that is passionate about data-driven decision-making and continuous improvement. Our Business Data Analyst role is a great fit for a candidate looking to expand their knowledge of data visualization, descriptive analysis, and statistical modeling. The ideal candidate is comfortable working with large data sets, command-line analysis, and design thinking. Success in this position will involve bringing analysis and data product development to bear on operating decisions within the agency and its bureaus. The Business Data Analyst will work within the Bureau of Personnel as part of a supportive team on the front line of integrating data driven decision making into government.
POSITION ESSENTIAL FUNCTIONS
- Under direction of the Chief Personnel Projects Officer, serves as data analytics resource and operational improvement analyst for assigned divisions throughout the Bureau of Personnel

Extracts, indexes, merges, and manipulates large and multiple data sets into database and analytical formats to improve data management.

Provides technical advice and presents recommendations to leadership in the development of survey questions and operational key performance indicators (KPIs).

Identifies analytics projects that could bring significant value to the unit, division, bureau, and State.

Attends and provides input in business meetings and training sessions to stay abreast of advancements in data science and project management.

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with coursework in computer science, statistics, data analytics, mathematics, economics, or directly related fields.
- Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an Agency approved professional management training program.
SPECIALIZED SKILLS
- Requires one (1) year of administrative experience in a data analytics or business analysis specialist role in a public or business organization.
- Requires one (1) year of professional experience developing prototypes in scripting languages such as but not limited to R or Python.
- Requires two (2) year of professional experience using data visualization or operational efficiency tools, such as Power BI, and/or Power Automate.
- Requires one (1) year of professional experience developing data analytic plans and methods of a program.
PREFERRED QUALIFICATIONS
- Prefers two (2) year of professional experience using data visualization or operational efficiency tools, such as Power BI, and/or Power Automate.
- Prefers one (1) year of professional experience developing prototypes in scripting languages such as but not limited to R or Python.
- Prefers two (2) years of professional experience providing data analytic services and creating and maintaining documentation.
- Prefers one (1) year of administrative experience in a data analytics or business analysis specialist role in a public or business organization.
- Prefers one (1) year of professional experience developing data analytic plans and methods of a program.
CONDITIONS OF EMPLOYMENT
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
- Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
