Position Overview
The Division of Rehabilitation Services (DRS) is the state’s lead division serving people with disabilities committed to diversity, equity, inclusion, accessibility, and racial justice. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education, and independent living. The Business Enterprise Program for the Blind provides business opportunities for individuals who are legally blind to manage facilities including vending, gift shops, snack bars, and cafeterias. This position is a Business Development Consultant for this program responsible for the facilitating the expansion of locations serviced by blind vendors in the areas of retail, vending and food service statewide. The Division of Rehabilitation of Services is seeking to hire a dynamic and detail-oriented Business Development Consultant with strong leadership and communication skills for this position.
Essential Functions

Serves as statewide Business Development Consultant for the Bureau of Customer and Community Blind Services/Business Enterprise Program for the Blind (BEPB).

Maintains relationships and establishes partnerships with stakeholders, customers, Division of Rehabilitation Services (DRS) staff, blind vendors as well as companies who can assist in identifying businesses, companies and agencies who would have a need to be serviced by BEPB.

Maintains a positive relationship with Business Consultants and Blind Vendors.

Develops marketing tools to increase visibility of the program.

Performs other duties as assigned or required which are reasonably with the scope of those enumerated above.
Minimum Qualifications
-
Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.

Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
Specialized Skills
-
Of the one (1) year required experience, requires one (1) year in business management, budgeting practices, developing, and implementing marketing outreach strategies to improve sales and increase customer base.
Preferred Qualifications
-
One (1) year of professional experience requires one year in business or retail management, including budgeting practices, and developing and implementing marketing outreach strategies to improve sales and increase customer base.

One (1) year of professional experience of developing, preparing proposals and/or, bids and developing agreements.
-
One (1) year of professional experience interacting with and communicating clearly and tactfully with a wide range of individuals that include state agency officials, the public, customers, legislators, employers, internal and external stakeholders, and employees.
-
One (1) year of professional experience working with individuals with disabilities including individuals who are blind, visually impaired or Deafblind, in a public or private organization providing feedback and/or guidance to obtain and/or retain integrated competitive employment.

One (1) year of professional experience professional experience utilizing computer software such as Microsoft office suites in the preparation of accessible information, reports, spreadsheets, and presentations for various audiences.

One (1) year of professional experience working with federal statutes including but not limited to the Rehabilitation Act and amendments, the Social Security Act, the Americans with Disabilities Act, the Workforce Innovation and Opportunities Act and the Randolph-Sheppard Act.
