Essential Functions

  • Oversees the procurement function of the fiscal department.
  • Serves as a working supervisor.
  • Directs the process of gathering specifications, preparing contracts, negotiating and tabulating bids for various contractual services. 
  • Directs the processing of Timekeeping and Payroll functions.
  • Analyzes past and current expenditures to determine the needs of the agency regarding commodities, services, and equipment services.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, mental development equivalent to completion of four years of college with a major in business administration or a related field.
  • Requires two (2) years professional business experience such as might be obtained as a Business Administrative Specialist or successful completion of a training course approved by the agency.

Preferred Qualifications

  • Prefers extensive knowledge of the fundamental principles of modern business administration.
  • Prefers extensive knowledge of functions of state government and the employing agency.
  • Prefers at least three (3) years of experience contract establishment, contract monitoring and working within the Illinois Procurement Code.
  • Prefers a Bachelors’ Degree in the areas of Business Administration, Business Management, Finance, Economics or Accounting.
  • Prefers at least three (3) years of professional experience with enterprise resource planning (ERP) software such as SAP, database management systems such as HANA, SAMS, or other compatible software.
  • Prefers at least two (2) years of experience with timekeeping and payroll functions in a business setting.
  • Prefers at least one (1) year of experience with BidBuy or other procurement software.
  • Prefers at least two (2) years of professional experience handling conflict resolution within staff, co-workers, vendors and clients.
  • Prefers at least one (1) year of experience conducting fiscal operations within a multi-million-dollar organization.
  • Prefers at least two (2) years professional experience with Generally Accepted Accounting Principles.

  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings. 

About the Agency

The Illinois Prisoner Review Board's mission is to function under statutory authority as a quasi-judicial body with a primary focus on public safety. It further acts as a checks and balances on other state and local institutions. The Board imposes release conditions for incarcerated individuals who are exiting penal facilities, revokes and restores good conduct credits from inmates and conducts hearings to determine whether parolees have violated conditions of parole. The Board also notifies victims and their families when an inmate is about to be released from custody.
