This position serves as a Budget Analyst responsible for budget preparation, budgetary analysis, budget allocations, and expenditure controls for all DoIT divisions. In this role you will review and analyze programs and coordinate appropriations with program expansion. This position is also responsible for managing cash and available appropriation balances for the Technology Management Revolving Funds. Essential Functions

  • Under administrative direction, serves as a Budget Analyst for the Department of Innovation & Technology (DoIT), managing budget preparation, budgetary analysis, budget allocations, and expenditure controls for all DoIT divisions.
  • Manages cash and available appropriation balances for DoIT Funds.
  • Manages fiscal interface with the Budget Director, the Office of the Comptroller and other state agencies.
  • Collaborates with the Budget Director to establish, review, and implement DoIT operational budget policies and procedures to meet program objectives, and to enhance efficiency and accuracy in order to maintain adequate controls.
  • Conducts, coordinates, and completes the Narrative and Illinois State Legislature (ISL) Forms in coordination with the Budget Director on behalf of DoIT to ensure timely submission to the General Assembly.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in fiscal management, accounting, budget, internal audit, insurance, or financial.  
  • Requires three (3) years of progressively responsible administrative experience in budget, internal audit, insurance, or financial.
     

Specialized Skills

  • Requires three (3) years of professional experience allocating resources and establishing budgets for divisions or bureaus within an agency.
  • Requires three (3) years of professional experience completing the Budget Book and Fund Track for the Governor’s Office.
  • Requires three (3) years of professional experience gathering data from multiple sources such as expenditure, headcount, legal, affirmative action, labor relations and completing State Legislature Forms.
     

Preferred Qualifications (In Order of Significance)

  • Three (3) years of professional experience allocating resources and establishing budgets for divisions or bureaus within an agency.
  • Three (3) years of professional experience completing the Budget Book and Fund Track for the Governor’s Office, or similar.
  • Three (3) years of professional experience gathering data from multiple sources expenditure, headcount, legal, affirmative action, labor relations and completing State Legislature Forms.
  • Three (3) years of professional experience with various computer applications and software, including accounting systems.
  • Extensive knowledge of accounting procedures, policies, statutes, and rules.
  • Ability to develop, implement, and evaluate new and revised methods, procedures, and performance standards.  
  • Extensive knowledge of service objectives, activities and operating systems, including software and applications, including a high level of proficiency in data management.   
  • Extensive knowledge of Microsoft Excel, Access, Word, PowerPoint, and management of ERP or similar financial systems.  
  • Ability to estimate, develop and analyze budgets, financial analysis, and fiscal policy development. 
  • Ability to develop and maintain cooperative working relationships.
