Position Overview

Serves as the Fiscal Management Budget Analyst statewide for Early Intervention and Home Visiting within the Division of Early Childhood (DEC). This position completes extensive research to create complex budget scenarios, financial vertical/horizontal analyses, cost-benefit analysis, and/or statistical models/assumptions to promote and advance existing and projected DEC service deliverables; conducts multifaceted research and analyses of IDHS-focused Fiscal and Administrative Reviews (FAR) and/or financial audit results to identify and implement strategies that strengthen DEC-funded grantees/vendors of assigned programs; represents the Bureau Administrator and/or Unit Manager at internal and external conferences, retreats, workgroups, think-tanks, training events, and/or meetings; and participates in activities that advance the DEC/Strategic Plan and DEC/Diversity, Equity, Inclusion, and Racial Justice Plan, using a trauma-informed and equity lens in the implementation and support of DEC program and operational outcomes and objectives. The Division of Early Childhood (DEC) is seeking to hire a dynamic, organized, and detailed-oriented employee.  DEC is one (1) of six (6) divisions within the Illinois Department of Human Services (IDHS).  DEC serves to strengthen and centralize Child Care, Early Intervention, Home Visiting, and Migrant and Seasonal Head Start within IDHS.  The DEC’s vision is for Illinois’ pregnant persons, young children, and families to have the support they need to achieve their full potential.  The DEC's mission is to enhance equitable access to Child Care, Home Visiting, and Early Intervention programs and services that support whole child development.  DEC is committed to the following guiding values: Whole Child Focus, Quality Service Delivery, Equity, Relentless Pursuit of Mission, Respect and Dignity, and Stability and Sustainability. 

Essential Functions

  • Serves as the Statewide Budget Analyst for Early Intervention and Home Visiting within the Division of Early Childhood (DEC).
  • Completes extensive research to create complex budget scenarios, financial vertical/horizontal analyses, cost-benefit analysis, and/or statistical models/assumptions to promote and advance existing and projected DEC service deliverables.
  • Conducts multifaceted research and analysis of Fiscal and Administrative Reviews (FARs) and/or financial audit results of DEC grantees/venders to identify, recommend, and implement strategies that strengthen DEC-funded grantees/vendors of assigned programs.
  • Represents the Bureau Administrator and/or Unit Manager at internal and external conferences, retreats, workgroups, think tanks, training events, and/or meetings.
  • Participates in activities that advance the DEC/Strategic Plan and DEC/Diversity, Equity, Inclusion, and Racial Justice Plan, using trauma-informed and equity lens in the implementation and support of the DEC program and operational outcomes and objectives.
  • Performs other duties as assigned or required, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires two (2) years of responsible administrative experience in a public or business organization.

Specialized Skills

  • Of the two (2) years of required experience, requires two (2) years of professional experience in designing, developing, implementing, and evaluating budgetary controls, fiscal vertical and horizontal analysis, and fiscal management policies, procedures, processes, guidelines, and templates in adherence with financial industry standards and state and/or federal mandates (e.g., GATA 2 CFR 200 or other similar requirements) by participating in multifaceted state and federal grantmaking administrative activities (e.g., state/federal fiscal year budget development, mandated reporting with analysis/interpretation, risk management oversight, grant/contract development and approval, and spending plan amendment and reconciliation) within a private or public organization.

Preferred Qualifications

  • Two (2) years of professional experience in designing, developing, implementing, and evaluating budgetary controls, fiscal vertical and horizontal analysis, and fiscal management policies, procedures, processes, guidelines, and templates in adherence with financial industry standards and state and/or federal mandates (e.g., GATA 2 CFR 200 or other similar requirements) by participating in multifaceted state and federal grantmaking administrative activities (e.g., state/federal fiscal year budget development, mandated reporting with analysis/interpretation, risk management oversight, grant/contract development and approval, and spending plan amendment and reconciliation) within a private or public organization.
  • Three (3) years of professional experience in developing, reviewing, implementing, and evaluating a public or private organization’s State Fiscal Year budgets and corresponding grant/contract documents, including the thorough completion of other corresponding state and/or federal mandates or similar activities and in adherence to generally accepted accounting principles.
  • Two (2) years of professional experience in conducting extensive research and analyzing/interpreting fiscal data/information to identify significant reporting variances, shortfalls/underspending, and fiscal spend-down obligations while also confirming the corresponding statutory authority of expenditures.
  • Two (2) years of professional experience in facilitating meetings/workgroups to identify and resolve fiscal issues in a proactive manner using industry standards, while providing in-person or virtual training sessions and/or technical assistance regarding the development, implementation, and evaluation of Notice of Violations and/or Corrective Action Plans for short and long-term resolution.
  • Two (2) years of professional experience in collaborating with a public or private organization’s management in the implementation of fiscal/budgetary strategies to resolve administrative issues, resulting in service delivery improvements, alignments, and/or expansion.
  • Two (2) years of professional experience in generating, interpreting, and analyzing written and/or statistical reports, including Microsoft Office Suite, Business Objects, Power BI, graphs, charts, and/or maps [e.g., two-dimensional or Aeronautical Reconnaissance Coverage Geographic System Information (ArcGIS)].
