Position Overview
Under direction, serves as a working supervisor to staff engaged in the preparation and maintenance of the assigned program area(s). Serves as Budget Analyst. Organizes, plans, executes, controls and evaluates the statewide budget development for assigned program area(s) of the Illinois Department of Human Services. Provides consultation and technical assistance to Division administrators and other agency staff in the preparation of the IDHS budget, and House and Senate forms and narratives. Monitors on-going expenditures and projected expenditures for assigned program area(s).
Essential Functions
- Serves as Budget Analyst.
- Serves as working supervisor.
- Manages, implements, and executes the funding sources and budget for assigned program area(s).
- Prepares and maintains liability models, data warehouse tables and reports for assigned program area(s) of IDHS, including personal services, fringe benefits, operational costs, and community program liabilities.
- Monitors and follows-up on appropriation line item transfer request.
- Provides consultation and coordination with various levels of management and staff regarding special or unusual spending transactions, revisions of spending plans, staffing requirements and general budget information and special analyses regarding assigned program area(s).
- Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
- Requires two (2) years of responsible administrative experience in a public or business organization.
Preferred Qualifications
- Four (4) years of professional experience utilizing skills to design and maintain databases, queries, and reports and develop spreadsheets in Microsoft Excel.
- Four (4) years of professional experience analyzing data sets and trends to aid in decision making.
- Two (2) years of professional experience in budget forecasting.
- Two (2) years of professional experience creating presentations for leadership staff.
- Two (2) years of professional experience working with the State of Illinois Accounting System (SAP).
- Two (2) years of professional experience working with the State of Illinois budgeting process.
