Position Overview

Proven Business Analysis (BA) skills are necessary to quickly learn then guide IDHS to a safe and successful business implementation involving a detailed understanding of two "systems" if you will, first:  The grant-making operations of various grant programs that exist within IDHS, including partial automation of those programs; and second:  The cloud-based software product AmpliFund (AF) that is being implemented state-wide to automate much of the IDHS grant-making operations, including replacement of currently existing automation (CSA system).  BA must communicate effectively about these systems to assist IDHS to implement the software optimally in order to improve the IDHS grant-making operations: efficiency, productivity, accuracy and most importantly, to improve the experiences of IDHS Applicants, Grantees and Recipients of IDHS services.

Job Responsibilities

 1. Learn about IDHS requirements (the "REQs") and AmpliFund software (AF); represent IDHS in Design review sessions with vendor; provide design recommendations based on Agency priorities; manage all REQs and decisions regarding modifications and implementation plans; monitor for risk of lack of fit to the REQs. Independently analyze IDHS business processes in relation to the need to design/implement solutions and test those solutions as end-to-end processes; make written recommendations for the approval or modification / improvement of business processes as they are implemented into AF. Collaborate with IDHS Leadership and Vendor to ensure IDHS REQs are tested thoroughly with major focus on IDHS end-to-end processes; take ownership and escalate any priority-1 REQs that fail testing. This includes collaboration and negotiation with Vendor to achieve the most optimal testing outcomes that result in concise and efficiently designed processes that enable the sharing of important data throughout the entire grantmaking process, thus resulting in reduction of redundant data entry. 

2. Manage the entire process of "program configuration" for IDHS, leading Divisions / program areas while collaborating with IDHS PM and Vendor to establish detailed plans, including  step-by-step expectations that follow a pre-planned schedule.  Manage signoff of configurations and resource allocations per the schedule.

3. Analyze actual outcomes versus expected outcomes to identify any issues with testing of business requirements; provide feedback to business team and Vendor; document various aspects of the AF software; provide feedback to managers on end-user experience and recommend improvements or revisions; provide vital information to business process and training teams regarding implementation; prepare and maintains reports related to progress on various requirements. Take ownership of requirements' test outcomes that are not acceptable to IDHS, driving each item to the best possible solution for IDHS - in collaboration with PM and Vendor.

4. Attend various meetings: To formulate / finalize requirements and improve upon designs; To identify priority areas for business process improvement; To standardize quality assurance methods and techniques; To discuss issues and successes of job duties.  Meets regularly with Business Process, Development and Training teams.

5. Reviews and understands policy and rule changes impacting service delivery; confirms business alignment of the AF software between technology and end-user; participates in draft policy review and provides written comments. Meets regularly with Business Process and Training teams to identify issues and coordinate necessary changes to training plans or business processes.

Minimum Qualifications

 1. Requires Bachelor's degree from a recognized university or equivalent education and experience.

 2. Requires at least two (2) years' working experience including Business Analysis OR grantmaking at State of Illinois according to the Grant Accountability and Transparency Act (GATA) OR AmpliFund software (e.g. one of the three required).
