Position Overview


Business Analyst for the Child Care Systems Improvement Project responsible for supporting the execution of data systems improvement projects within the Illinois Department of Human Services’ Division of Early Childhood.  Provides consultation on and performs business analysis activities. Analyze DHS Divisions' business processes.  Prepare and maintain documentation including use cases, user stories and workflow.  Manage UAT including development of test scenarios, test plans and acceptance criteria.  Facilitate Meetings.

Collaborating with DoIT-DHS, implement a Child Care Systems solution.

Managing the DHS Child Care Improvement Project business analysis processes and documentation in conjunction with DoIT-DHS and the DHS Divisions.  Perform business processes analysis, development of business requirements including use cases, user stories business process workflows and test planning, execution and management.  Facilitates and leads Joint Application Design (JAD) sessions.

Job Responsibilities

  1. Document current early childhood operational system procedures and process flows. Work with internal and external stakeholders to guide co-creation of use cases and a universal set of child care data systems business requirements across the operational data system, potential for an enrollment and attendance system, and relationship with broader data governance and longitudinal data systems.
  2. Facilitate decision-making across DEC and DoIT-DHS data staff to identify short-term changes to the existing Child Care Management System to improve interim functionality.  Develop Data Maps as needed.  Lead the UAT process. Oversees the development and management of business requirements documentation. 
  3. Develop and manage User Acceptance (UAT) testing process.  Develop test scenarios, test scripts and acceptance criteria.  Leads the business analysis principles and processes, requirements development principles and processes, test planning, execution and management and SME and stakeholder engagement.
  4. Develop post-implementation transition and support plans.
  5. Manage the post-implementation transition.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college. 
  2. Five (5) years' project management experience. 
  3. Experience developing process flows, use cases, and business requirements.
  4. Experience facilitating meetings and synthesizing discussions and next steps.
  5. Experience with project management software and applications.
  6. Ability to thrive and obtain results in a high stakes, capacity constrained environment.
  7. Excellent documentation and writing skills.
