In this role, you will work with teams developing applications that are of a complex, high priority, or specialized in nature utilizing tools such as Microsoft Visio, Word, PowerPoint, Excel, and Azure DevOps (ADO). As a Business Analyst, you will conduct business process analysis, mapping, and modeling. In addition, you will serve as a project coordinator assisting project managers with facilitating meetings, following up on project timelines and schedules. Essential Functions
- Under administrative direction, serves as the Business Analyst II for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Commerce & Economic Opportunity (DCEO) performing complex professional and advisory functions in the Solutions Development section.
- Leads business process re-engineering, writing test cases, system and user acceptance testing, training, system implementation and end user support for various applications such as LIHEAP, Weatherization, PIPP, and CSBG.
- Utilizes best practices in the field of business analysis to design new systems and to modify and enhance existing systems.
- Leads preparation of gap analyses, cost benefit analyses, and comparative replacement analyses.
- Evaluates scope and complexity of work assignments and sets realistic completion dates.
- Develops and maintains collaborative relationships with senior management, internal and external stakeholders, subject matter experts, project managers, developers, and other technical resources and consultants.
- Keeps abreast of new developments in the Information Technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science, or directly related fields.
- Requires three (3) years of professional experience a related Information Technology field.
Specialized Skills
- Requires three (3) years of professional experience eliciting, documenting, and managing business and technical requirements for complex IT projects into clear, actionable Business, Functional, and technical requirements, including the development of business process descriptions, epics, features, user stories, acceptance.
- Requires three (3) years of professional experience working collaboratively with cross-functional teams on the development, testing, and deployment of complex high-priority, or specialized applications utilizing tools such as Microsoft Visio, Word, PowerPoint, Excel and Azure DevOps (ADO).
- Requires two (2) years of professional experience conducting business process analysis, mapping and modeling to identify opportunities for operational improvement and system enhancement.
Preferred Qualifications (In Order of Significance)
- Three (3) years of professional experience eliciting, documenting, and managing business and technical requirements for complex IT projects into clear, actionable Business, Functional, and technical requirements, including the development of business process descriptions, epics, features, user stories, acceptance.
- Three (3) years of professional experience working collaboratively with cross-functional teams on the development, testing, and deployment of complex high-priority, or specialized applications utilizing tools such as Microsoft Visio, Word, PowerPoint, Excel and Azure DevOps (ADO).
- Two (2) years of professional experience conducting business process analysis, mapping, and modeling to identify opportunities for operational improvement and system enhancement.
- Three (3) years of professional experience writing business process descriptions, epics, features, use cases, test cases, training materials, reports, and project documentation.
- Three (3) years of professional experience coordinating and managing project timelines, schedules, and deliverables, including facilitation of meetings and status reporting for IT initiatives.
- Three (3) years of professional experience preparing gap analyses, cost-benefit analyses, and software replacement evaluations, including assessing ‘software as a service’ options versus in-house development.
- Ability to prioritize and manage multiple concurrent assignments, set realistic deadlines, and effectively communicate project progress and challenges to management and stakeholders.
- Ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature and recommending solutions.
- Ability to establish and maintain effective working relationships with associates, vendors, clients, and other agency partners.
- Developed verbal and written communication skills to effectively convey technical information, business process changes, and project status to both technical and non-technical audiences.
