This position serves as a Business Analyst performing complex professional and advisory functions in application services. In this role, you will serve as a liaison between the IT development team and division managers. The ideal candidate will have several years of experience in application development, with a strong track record of collaborating with both business and technical stakeholders to gather requirements. A solid understanding of the Software Development Life Cycle (SDLC) is essential. Candidates should possess strong troubleshooting skills, excellent written and verbal communication skills, be able to work in a team environment and be self-motivated. Essential Functions
- Under administrative direction, serves as the Business Analyst for the State Retirement Systems in coordinating and conducting business requirement meetings with business and technical stakeholders. Analyzes user needs, identifies gaps in existing system functionality, and develops business process design to streamline operations to meet business needs.
- Conducts research on legacy systems and documents necessary and desired legacy conversion changes through process flow diagrams, user stories, and user interface visualizations.
- Writes user stories, use cases, and program specifications using Microsoft DevOps. Participates in design, testing, training, knowledge transfer, system tuning, and system implementation using Agile framework.
- Performs review and analysis of the existing codebase and participates in all phases of the Software Development Life Cycle (SDLC) to ensure code quality, consistency, and alignment with business objectives.
- Develops and executes test plans to ensure a functional application is delivered.
- Keeps abreast of new developments in the information technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Specialized Skills

- Requires three (3) years of professional experience writing user stories, use cases, and program specifications.

Minimum Qualifications

Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
- Requires three (3) years of professional experience in Application Services or a related Information Technology field.
Preferred Qualifications
- Prefers three (3) years of professional experience coordinating and conducting business requirement meetings with business and technical stakeholders to determine business requirements.
- Prefers three (3) years of professional experience with legacy system conversion and business process design.
- Prefers three (3) years of professional experience writing user stories, use cases, and program specifications.
- Prefers three (3) years of professional experience with application services and System Development Life Cycle (SDLC) or Agile frameworks and processes.
- Prefers three (3) years of professional experience with Microsoft DevOps or similar tools.
- Prefers two (2) years of professional experience coordinating projects in an Information Technology environment.
- Prefers extensive knowledge in providing application and user support.
- Prefers ability to analyze data logically and exercise sound judgement in defining and evaluating problems of an operational or procedural nature.
- Prefers ability to gain and maintain effective working relationships with agency officials, associates, vendors, clients, and others.
- Prefers verbal and written communication skills to present technical information in a manner understandable to both technical and non-technical individuals.
