Position Overview:
The Department of Healthcare and Family Services (HFS) Office of Inspector General (OIG) is seeking a motivated and dynamic applicant to fill the role of Business Intelligence Specialist. This position will provide support for outlier analysis and data mining within the OIG's management information systems, assisting staff with administrative functions and collaborating effectively with internal and external partners.
The ideal candidate will demonstrate adaptability, exceptional organizational and communication skills, and the ability to effectively prioritize tasks while ensuring deadlines are consistently met. The selected individual should possess expertise in researching, developing, evaluating, and resolving management information challenges, along with the capability to enhance OIG outlier reporting systems and develop informational dashboards to support organizational objectives.

Essential Function
- Serves as the Business Intelligence Specialist for the Illinois Department of Healthcare and Family Services (HFS) Office of Inspector General (OIG)
- Serves as full-line supervisor
- Directs the design of systems to produce information from multiple sources for use by HFS staff in the development of administrative improvements
- Controls and evaluates the development and issuance of requests for proposal
- Plans the development and preparation of reports that include information to correct problems or implement policies and procedures that would improve HFS operations
- Researches and provides technical expertise and support to OIG and other HFS divisions and bureaus
- Maintains extensive personal contacts with HFS operating staff and managers, federal partner agency staff, and academic researchers to facilitate the attainment of project or study goals to determine if research is consistent with OIG’s goals
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill. and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization
Preferred Qualifications
- One (1) year of professional experience providing support to management or decision-maker based on data mining and outlier reporting mechanisms
- One (1) year of hands-on experience in Power BI reporting and development, creating online tracking dashboard applications to support real-time management information requests by accessing various database systems such as Structured Query Language (SQL), Enterprise Data Warehouse (EDW), or other external data sources
- One (1) year of professional experience in Microsoft Windows and Microsoft Office products specifically Excel macro programing, dashboard and reporting area
- One (1) year of professional experience working with Federal fraud prevention or similar reporting process and integrating with existing Information management information systems
- One (1) year of experience gaining and maintaining working relationships as an information report coordinator among other key stakeholders within the organization
- One (1) year of experience communicating verbally and through written communication to present technical information to others with clarity and precision
- One (1) year of experience analyzing data logically and exercise sound judgment in defining and evaluating problems of an operational or procedural nature
Conditions of Employment
- Requires completion of background check and self-disclosure of criminal history
- Requires the ability to travel statewide in the performance of duties, with overnight stays as appropriate
- Requires the ability to utilize and maintain state issued equipment such as a laptop
- This position has been found to meet the requirements in Section 4A-104 of the Illinois Governmental Ethics Act requiring the occupant/ employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A, et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. - Requires the ability to attend seminars, conferences, and trainings to stay current on methods, tools ideologies, or other industry related topics relevant to the job duties
