Position Overview
The Illinois Department of Children and Family Services is seeking an analytical, organized, and dynamic individual to serve as Business Operations Manager in the Office of Caregiver and Parent Support. Under administrative direction of the Associate Deputy Director of Caregiver and Parent Support, this position will coordinate, plan, monitor, and manage the office’s contract, fiscal, and budgetary monitoring operations in accordance with Department policies. The position will lead the review of contractor compliance with the technical, budgetary, and program requirements of the contracts consistent with approved budgets, spend plans, decision memoranda, and program plans. Job Responsibilities
- Serves as Business Operations Manager for the Office of Permanency Support (OPS)
- Maintains and monitors monthly, quarterly, and annual expenditure reports
- Monitors requisitions and contract release orders payable from fiscal appropriations to ensure compliance with Department procedures
- Develops policies for the management and implementation of OPS’s acquisition and evaluation of the delivery of its program services by contractors
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires the knowledge, skill, and mental development equivalent to completion of four years of college with coursework in auditing, business management, economics, computer science, general and/or cost accounting, or other related subjects.
- Requires three years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- 2 years of professional experience in budgetary planning, preparation, and procurement in a governmental, not-for-profit, social service, or child welfare agency
- 2 years of professional experience applying extensive knowledge of budgetary planning, preparation, and procurement procedures in a public or private organization
- 2 years of professional management experience in the financial area of a public or private organization
- 2 years of experience supervising professional staff in a public or private organization
- 2 years of professional experience developing and implementing work practice guidelines in a public or private organization
- 2 years of professional experience serving in a liaison capacity for a public or private organization

All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
