Position Overview

The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Central/Southern Region Recruitment Manager.  Under administrative direction, this position will direct, monitor, and review employment marketing and recruitment activities for assigned regions, while developing recruitment and marketing strategies for the Department.  In addition, the position will provide leadership and oversight of subordinate human resources staff to ensure coverage of job fairs and other events affording opportunities for the recruitment of qualified candidates for positions within the Department.  This position provides a great opportunity for someone with a strong work ethic who is dedicated to marketing and recruiting staff for an innovative agency that performs vital services for the state of Illinois.  DCFS offers a competitive compensation plan, excellent benefits, and a pension program.  The ideal candidate for this position will have excellent organizational skills and strong leadership skills.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.

Job Responsibilities

1. Serves as Central and Southern Region Recruitment Manager

2. Serves as full line supervisor

3. Directs, supervises, and monitors background investigation processes

4. Provides extensive direction and guidance to management staff, including expert

5. Composes a variety of correspondence and reports relating to recruitment, training, and personnel issues

6. Provides input and assistance in a variety of special projects relating to the establishment of recruitment programs, development of policies and guidelines, and distribution of approved materials.

7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four years of college

2. Requires three years of progressively responsible experience in a public or private organization in the field of human resources, with a particular focus on the direct recruitment of candidates for employment, including corporate or governmental human resource recruitment and significant experience in the development of a focused marketing and recruitment plan

Preferred Qualifications

1. 3 years of professional experience in recruitment, marketing, and talent acquisition

2. 3 years of professional talent acquisition experience in a human resource role

3. 3 years of experience supervising professional human resource staff

4. Completion of a bachelor’s degree in human resource management, business administration, or a business-related field

5. Professional experience in the management or implementation of a talent acquisition strategy or recruitment marketing plan 

6. Professional experience coordinating job fairs at schools, universities, and with community partners

7. Prior knowledge of job posting sites and professional social media platforms for the purpose of recruiting and marketing

Conditions of Employment

1. Requires the ability to pass a background check.

2. Requires ability to travel in the performance of duties, with overnight stays as appropriate.  Requires appropriate, valid driver’s license.

3. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.  This requires the ability to work evenings and weekends.

4. This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567 (c)).  Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
