Position Overview:

This position is responsible for overseeing the staff who handle administrative personnel functions for the central office. These functions include payroll, timekeeping, attendance reporting, personnel transactions, benefits administration, and the classification of positions. This position operates within a service environment and serves as an advisor to employees and human resources staff on benefits and departmental policies.

Essential Functions

  • Oversees the administration of personnel transactions for the central offices. Coordinates the processing of all personnel transactions, payrolls, and related personnel actions and maintains accurate personnel files and salary records.
  • Oversees the administration of the State of Illinois’ multi-insurance program including health, dental, and life insurance plans for the central offices. Oversees the administration of a variety of other personnel benefits such as benefit time, flexible schedules, and the Family Medical Leave Act (FMLA).
  • Coordinates the monitoring and processing of salary transactions. Oversees the maintenance of accurate master attendance records.
  • Oversees coordination of leaves of absence, initiation of transaction forms, and liaison functions with workers' compensation staff regarding workers' compensation cases.
  • Oversees the preparation of documents necessary to obtain approval to fill vacancies for assigned areas within the central offices.
  • Ensures the development and maintenance of position descriptions and processes organizational changes for the central offices to ensure an accurate representation of the structural and functional organizational changes.
  • Serves as a resource for staff and provides timely and accurate information and assistance in order to meet payroll deadlines, management directives, and special projects.
  • Trains, supervises, and evaluates staff.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conduciveto the fair and equitable treatment of all employees.
  • Performs other duties as assigned. 

Minimum Qualifications

  • Completion of a bachelor's degree majoring in human resources management, business, or a related field PLUS three years of experience working in a human resources office administering employee policies, personnel transactions, payroll, employee benefits, or a combination thereof; OR Eleven years of experience working in a human resources office administering employee policies, personnel transactions, payroll, employee benefits, or a combination thereof.

Preferred Qualifications

  • Supervisory experience directing staff.
  • Experience resolving issues and providing customer service.
  • Experience coordinating multiple personnel related functions in a fast-paced environment within given time constraints.
  • Strong oral communication skills with the ability to make presentations to small groups.
  • Strong technical writing and editing skills.
