POSITION SUMMARY
The Illinois Department of Central Management Services (CMS) Bureau of Property Management (BoPM) is seeking to hire a Space Planner for the State of Illinois Central & Southern Region. This hands on position is responsible for performing space planning requiring coordinator and/or liaison for all CMS owned and leased facilities in the central/southern region. In addition, collaborates with the bureau's Architect and transactions team on consolidation options of owned and leased faciliies, and assessment of potential lease sites including area measurement, tenant space, utilization, building standards, code and accessibility compliance, construction cost, and design review. The ideal candidate is someone who possess strong organizational, communication, AutoCAD, architectural design, ad interior space planning. We invite all qualified candidates to apply!
POSITION ESSENTIAL FUNCTIONS
- Under general direction, serves as the Central/Southern Regional Space Planner for the Central/Southern Region.
- Implements policy for the management process of space programming and planning.
- Manages projects for client agencies’ programming of space needs including development of proposals.
- Serves as working supervisor.
- Serves as a resource to internal Bureau staff and staff from regional client agencies explaining and interpreting policies and guidelines of the Bureau Master Space Utilization Plan.
- Implements studies of program evaluation on space utilization, square footage, and employee/client populations validating data for regional facilities for annual presentation to the Legislature.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to completion of four years of college, preferably with courses in architecture, engineering, construction, business or public administration.
- Requires two years of responsible administrative experience in a public or private organization.
SPECIAL SKILLS
- Requires two (2) years of professional experience in architectural design and interior space planning, using AutoCAD (computer-aided design) and similar drafting systems to prepare detailed scaled drawings including floor plans and color block diagrams of office layout for blueprinting, translating scaled drawings into written program statements.
- Requires two (2) years of professional experience developing and writing proposals for space needs defining scope of deliverables.
PREFERRED QUALIFICATIONS
- Prefers two (2) years of professional experience in design and interior space planning, using AutoCAD (computer-aided design) and similar drafting systems to prepare detailed scaled drawings including floor plans and color block diagrams of office layout for blueprinting, translating scaled drawings into written program statements.
- Prefers two (2) years of professional experience developing and writing proposals for space needs defining scope of deliverables.
- Prefers extensive knowledge of building construction practices, building material and trades capabilities and construction.
- Prefers two (2) years of professional experience in independently evaluating project elements and making sound architectural decisions.
- Prefers two (2) years of professional resource management and/or project management experience.
- Prefers two (2) years of professional experience exercising discretion and judgment in developing, implementing, and interpreting departmental policies and procedures.
- Prefers extensive knowledge in the use of Microsoft Office software applications such as Excel, Word, Outlook, etc.
CONDITIONS OF EMPLOYMENT
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Per Executive Order 2018-07, requires engagement with Business Enterprise Program (BEP) contractors and subcontractors and support for the goals of the BEP program and the Fair Contracting Task Force when applicable.
- Requires a valid driver’s license and the ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
