Position Summary
The State of Illinois is seeking to hire Multiple Chief Internal Auditors who will lead and manage audit projects for the entire agency portfolio. Agencies participating in this search include the Illinois Department of Agriculture, the Illinois Department of Juvenile Justice, the Illinois Department of Veterans Affairs and the Illinois Gaming Board. This position will play a critical role in ensuring the integrity and efficiency of the many programs and initiatives across agencies. This position will ensure that agencies are in compliance with the Fiscal Control and Internal Audit Act (FCIAA), statutory, administrative and grant requirements, such as the Grant Accountability and Transparency Act (GATA) and 2 CFR 200 Federal Uniform Guidance. Position Essential Functions
- Serves as Chief Internal Auditor; develops, directs and implements a comprehensive agency wide internal audit program.
- Determines the scope of audits to be conducted in response to operational changes or new knowledge.
- Maintains accurate, objective, clear, concise, constructive and timely communications with management.
- Serves as full line supervisor; assigns and reviews work; provides guidance and training to assigned staff.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires a bachelor's degree.
- Requires certification as a Certified Public Accountant or Certified Internal Auditor with at least four years of progressively responsible professional auditing experience; or as an Auditor with at least five years of progressively responsible professional auditing experience.
Preferred Qualifications
- Prefers 5 or more years of auditing experience at a public organization or unit of government.
- Prefers 2 or more years of management and supervisory experience.
- Prefers 2 or more years of experience serving as the lead auditor, determining the priorities and timeline of the internal audit activity and assigning work.
- Prefers 2 or more years of experience formulating policy, standards and procedures and/or interpreting statutes, regulations and administrative rules.
Conditions of Employment
- Requires a valid driver’s license and ability to meet travel requirements on a statewide basis to conduct meetings or conferences with agency management.
- Requires ability to travel with some overnight stays.
- Requires ability to pass a background check.
Work Hours: Monday - Friday 8:30 am - 5:00 pm

Chief Internal Auditors serve five-year terms, during which they cannot be removed except by action of the Executive Ethics Commission. Terms may be renewed at the discretion of the agency head of the employing agency.
