Position Overview
The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Chief of Statewide Security Operations. Subject to management approval, this position will direct, manage, and coordinate the statewide security program for the Department. The position will provide oversight of overall office security and direct the review of unusual incidents for all DCFS facilities statewide. The position will also formulate, develop, and oversee the implementation of an internal security program on a statewide basis, while providing oversight of regional Chief Security Officers throughout the state. This position will conduct site visits to review and ensure that safety and security measures are in place and fully implemented in each DCFS facility. The position will coordinate responses to security incidents and emergency situations and will serve on 24 hour per day/7 day per week on-call assignment. Essential Functions
- As Statewide Chief of Security Operations, directs, manages, and coordinates the statewide security program for the Department
- Drives to and conducts site visits throughout the state to review and ensure that safety and security measures are in place and fully implemented in each DCFS facility
- Advises the Chief Operating Officer and Executive Staff regarding initiatives, policies, procedures, rules, and regulations relating to security programs
- Serves as full line supervisor of subordinate staff
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of four years of college
- Requires four years of progressively responsible administrative experience in the area of law enforcement or security management
Preferred Qualifications
- 5 years of professional experience managing security or law enforcement operations in a public or business organization
- 5 years of professional experience conducting security or law enforcement operations in a public or business organization
- 5 years of professional experience developing and/or monitoring the implementation of security protocols in a public or business organization
- 4 years of professional experience conducting site safety/security reviews in a public or business organization
- 4 years of experience supervising staff in a public or business organization
- Completion of a bachelor's degree in public administration, business administration, legal studies, law enforcement, criminal justice, or social work

- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
