POSITION SUMMARY

The Illinois Department of Central Management Services (CMS) Bureau of Personnel (BOP) is seeking to hire a Senior Public Service Administrator to serve as the Personnel Projects Administrator for Statewide Initiatives. This position will plan, organize, and direct the activities of the Statewide Projects Management staff engaged in activities that support the improvement of CMS BOP objectives and operations. The ideal candidate for this position will be a dynamic leader able to adapt to change in a collaborative, fast paced environment. We invite all qualified candidates to apply!

POSITION ESSENTIAL FUNCTIONS

  • Subject to management approval of the Deputy Director of the Bureau of Personnel (BOP), serves as the Personnel Projects Administrator – Statewide Initiatives.
  • Functions independently within the general policy framework to ensure the organization, direction, and coordination of various statewide special projects that have major impact on statewide programs for CMS.
  • Coordinates a comprehensive review of the Personnel Rules to determine areas of improvement, particularly where current rules may be restricting the efficient and effective operation of agency program operations.
  • Serves as an official representative of the BOP Deputy Director in consulting with all concerned parties to determine optimal restructuring of organizational units and consolidations to accommodate current initiatives.
  • Serves as full line supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative human resources experience in a public or business organization.

PREFERRED QUALIFICATIONS

  • Prefers thorough knowledge of statewide Personnel agency programs, service objectives, activities, and operational systems.
  • Prefers three (3) years’ professional experience overseeing a project from start to completion, managing schedules, and timelines.
  • Prefers three (3) years’ professional experience optimizing processes or implementing continuous improvement initiatives in a professional environment. 
  • Prefers three (3) years’ professional experience developing, installing, and evaluating new and revised methods, procedures, and performance standards. 
  • Prefers three (3) years’ professional experience with managing, analyzing, and reporting on statistical data.
  • Prefers advanced proficiency generating reports utilizing word processing and spreadsheet software, such as Microsoft Word, Excel, Google Docs, SharePoint, or similar to collate and present information and reports.

CONDITIONS OF EMPLOYMENT

  • This position requires the applicant to pass a background check.
  • Overtime is a condition of employment, and you may be required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
