Position Overview
The Illinois Department of Children and Family Services is seeking an organized, professional, and energetic individual to serve as Child and Family Policy Writer. Subject to management approval, this position will develop, conceptualize, and draft new or revised Departmental rules, procedures, policy guides, policy interpretations, information transmittals, and other policy directives primarily (but not exclusively) related to the delivery of Department child and family welfare services. This position provides a great opportunity for someone who is detail oriented and focused on ensuring the implementation of effective, appropriate policies for the Department. Essential Functions
- Serves as Child and Family Policy Writer
- Analyzes internal and external comments received on Department rules and procedures
- Drafts responses or analyses, as well as clarifications and/or interpretations regarding DCFS policies and procedures, programs, and services
- Monitors to ensure that correct materials are prepared for publication in The Illinois Register for codification in the Illinois Administrative Code
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to the completion of a master's degree
- Requires two years of progressively responsible professional experience in community organization, social service work, or in program planning and development
Specialized Skills
- Of the noted years of experience, requires that the experience include the following: 2 years of experience developing, conceptualizing, and drafting new and revised rules, procedures, policy guides, policy interpretations, or other policy directives; 2 years of experience analyzing the impact of rules and procedures upon service delivery.
Preferred Qualifications
- 2 years of experience in the development, conceptualization, and drafting of new and revised rules, procedures, policy guides, policy interpretations, or other policy directives
- 2 years of experience analyzing the impact of rules and procedures upon service delivery
- 2 years of experience leading small and large policy work groups
- 2 years of experience utilizing writing skills in a professional environment
- 2 years of experience drafting responses/analyses, clarifications, and/or interpretations regarding child welfare policies and procedures, programs, and services
- 2 years of experience utilizing Microsoft Office in an office setting, including Outlook, Teams, Word, PowerPoint, Excel, Adobe, and Webex
