Position Overview

The Illinois Department of Natural Resources is looking to hire a Civil Engineer 4 for the Office of Realty & Capital Planning. This position will serve as project manager for all capital construction projects within Region IV; act as Department liaison in meetings with Non-IDNR personnel; serves as a chief inspector on construction projects; review and/or prepares complex construction project specifications and plans; and works with regional landscape architects, regional land managers, site superintendents and fiscal officers. The ideal candidate will possess and be able to utilize their problem solving skills, independent research ability, and public speaking skills. The Office of Realty & Capital Planning provides Agency-wide support services related to capital improvement projects of a variety of scales, along with support related to land acquisitions, concession and farm leases, and natural and cultural resource protection. Essential Functions

  • Under general direction, independently performs complex engineering work which encompasses responsibility for the design and development of all construction engineering projects for the Department within Region IV
  • Conducts studies of complex engineering problems, including scope development, investigations, and inspection
  • Review and/or prepares complex construction project specifications and plans
  • Performs engineering inspections as required by other state regulatory agencies on IDNR assets such as bridges, dams, sewage treatment plants, etc
  • Provides site superintendents with general technical assistance on non-assigned problems and assists manager in reaching solution using operations funds, or in the development of capital scopes for presentation to higher level management
  • Develops designs including specifications for projects
  • Designs and develops projects from ideas inception to completion
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires a bachelor's degree in engineering from a college or university program accredited by the Accreditation Board for Engineering and Technology (ABET)
  • Requires possession of an Illinois Professional Engineer license
  • Requires four years of professional civil or water resource engineering experience

Preferred Qualifications

  • Two (2) years of work experience budgeting for cost estimates for work related projects
  • Three (3) years of work experience successfully communicating with internal and external state agency coordinators
  • Three (3) years of working experience instructing staff on safety measures
  • Two (2) years of work experience with Computer Aided Software (CAD) software
  • Two (2) years of thorough knowledge of civil engineering theory, principles, and practices
  • Two (2) years of thorough knowledge of engineering methods and techniques for construction and maintenance projects
  • Two (2) years of experience preparing comprehensive and technical engineering recommendations and reports
