POSITION SUMMARY

The Illinois Department of Central Management Services, Bureau of Personnel is seeking a motivated and experienced human resource professional to manage all aspects of the class studies division including, but not limited to, process improvement, relationship management, compliance, training, team building, and motivation. The ideal candidate will possess the ability to multi-task and demonstrate strong leadership skills with the ability to positively lead others in an ever-changing environment. POSITION ESSENTIAL FUNCTIONS

  • Under general direction, manages the Class Studies Unit.
  • Serves as a subject matter expert for class study projects.
  • Serves as full line supervisor directing the activities of professional staff working within the Class Studies Unit.
  • Serves as an advisor to CMS Labor Relations staff regarding class studies.
  • Performs liaison duties with agencies, other units of the Bureau, and the Civil Service Commission relative to class studies.
  • Plans, develops, and implements class studies training.
  • Manages and directs the presentation of allocation appeal packages.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

 

MINIMUM QUALIFICATIONS

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college. 
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization in human resources, including position classification, salary administration, or a directly related area. 

PREFERRED QUALIFICATIONS

  • Prefers extensive knowledge of the review and/or development of class specifications covered under Personnel Codes.
  • Prefers extensive knowledge of the Personnel Codes, Personnel Rules, Pay Plans, and various bargaining unit contracts.
  • Prefers three (3) years of professional experience using oral and written communication skills to effectively convey technical human resources concepts.
  • Prefers working knowledge of providing expert testimony and presenting cases to the Civil Service Commission or a similar commissions or boards.
  • Prefers extensive knowledge of the Civil Service Commission Rules as they pertain to class studies and the process.
  • Prefers extensive knowledge of computerized human resources software applications.
  • Prefers three (3) years of professional experience developing and maintaining cooperative working relationships with internal and external stakeholders in a related field

CONDITIONS OF EMPLOYMENT

  • Requires completion of a background check and self-disclosure of criminal history.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
  • Requires ability to attend seminars, conferences, and training to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
